22 February 2019 <br />AGE-Project No. 14-3154 <br />Page 4 of 12 <br /> <br />(Cogen) facility and current development of an 870,000 square-foot warehouse for <br />commercial and light industrial purposes, and to the east by the former Occidental <br />Chemical Company (Oxy Chem) and current JR Simplot Company (JR Simplot) sites. <br /> <br />In the early 1960s, the Former PNA Facility was constructed at the subject property. A <br />vast majority of the waste glass formerly stored at Parcel A and Parcel B was removed <br />during the facility’s operation and disposed off-site. Some glass processing waste was <br />handled in the area identified as WU1. In 1986, the handling of glass processing waste in <br />WU1 was terminated. In December 2013, cover (native soil) was placed over a thin layer <br />of residual waste materials in WU1 and this area was sloped for drainage. As described <br />in previous reports (see Section 4.0.), WU1 was thoroughly investigated and defined on <br />Parcel B by investigations performed at the site; and waste materials from WU1 on <br />Parcel B were removed to below acceptable screening levels. However, during waste <br />removal activities, it was discovered that WU1 extends beyond the northern border of <br />Parcel B and onto the small elliptical area of Parcel A shown in Figure 3. <br /> <br />In 1993, the Former PNA Facility was issued SWIS number 39-CR-0022 and assigned to <br />the LEA at the EHD. SWIS number 39-CR-0022 was assigned to the disposal area <br />(disposal site) determined at that time to be parcels 198-120-08 (500 East Louise Ave) <br />and 198-120-09 (17100 Murphy Parkway). The area of SWIS 39-CR-0022 was eventually <br />expanded to include the neighboring Cogen property to the west (APN 198-120-05; 17200 <br />Murphy Parkway). Based on discussions with EHD it was determined that Disposal Site <br />39-CR-0022 includes two suspected disposal areas in the southwest corner of Parcel A. <br />As mentioned above, this Plan only addresses disposal area WU1 located along the <br />southern border of Parcel A. <br /> <br />PNA later purchased the property and was also designated a responsible party; and <br />Nippon Sheet Glass (NSG) later purchased PNA. In February 2015, the ownership of the <br />property changed again; the property was sold to R&B Louise, LLC, R&B Delta LLC and <br />ASP/RWM Properties.
