The investigations included geophysical survey work; advancement of <br />borings and excavation of trenches for sample collection (soil, water, and solid waste); <br />collection of soil-gas samples; and excavations to remove identified waste. Analytical <br />results of all soil, solid waste, groundwater, and soil-gas samples collected at Parcel B <br />are summarized in Tables 1 through 8. It is anticipated that the small area of WU1 wastes <br />beneath Parcel A is of similar character and composition as the wastes that were <br />extensively characterized to the south beneath Parcel B. <br /> <br />All work on the southerly adjoining Parcel B was performed in accordance with directives <br />issued by the LEA at the EHD and/or the CVRWQCB, or with approval of the LEA and <br />CVRWQCB. The LEA is certified by CalRecycle (formerly California Integrated Waste <br />Management Board: CIWMB) to enforce state and local solid waste laws and regulations <br />within its jurisdiction in the County; LEA staff was onsite to witness most of the field work <br />performed. Extensive background information on the Former PNA Facility and detailed <br />information about WU1 were provided in the following reports. <br /> <br />• Clean Closure Plan dated 20 June 2018. <br />• Site Assessment Summary Report – Final dated 21 June 2018. <br />• Addendum to the Request for Exemption to Implement Construction Controls <br />dated 12 July 2018. <br />• Verification Report dated December 14, 2018. <br /> <br /> <br />5.0. SITE INFORMATION <br /> <br />The subject property (Parcel A) has a physical address of 500 East Louise Avenue, <br />Lathrop, California, and is located on the south side of East Louise Avenue approximately <br />400 feet east of the intersection of East Louise Avenue and Harlan Road. The property <br />includes one mostly-rectangular parcel totaling approximately 117 acres (APN: 198-120- <br />08) and is located within a mixed residential, commercial and industrial area of the city of <br />Lathrop, San Joaquin County, California. As shown in Figure 3, the residual disposal area <br />WU1 on Parcel A is estimated to be approximately 0.14 to 0.28 acres within SWIS 39- <br />CR-0022 (the exact extent of WU1 on Parcel A will be determined during excavation and <br />removal activities). <br /> <br />The Former PNA Facility includes a large warehouse structure formerly utilized for <br />manufacturing glass, two smaller stand-alone warehouse structures, a sanitation plant, <br />stormwater reservoir, irrigation lawns and asphalt parking areas. Parcel maps indicating <br />the subject property location, surrounding parcels and structures, and the legal <br />description of the property are included in Appendix C. <br /> <br />The Former PNA Facility is bordered to the west by a vacant field and a McDonalds <br />restaurant, to the south by the former San Joaquin County Cogeneration Power Plant
