22 February 2019 <br />AGE-Project No. 14-3154 <br />Page 7 of 12 <br /> <br />impact at Parcel B was prepared under a separate cover, titled Addendum to the Request <br />for Exemption to Implement Construction Controls dated 12 July 2018 (Exemption <br />Request). Additionally, soil-gas samples were collected monthly throughout 2018 from <br />wells SGMW -1 and SGMW -2 located on Parcel B, adjacent to the remaining glass waste <br />at the Cogen facility (Figure 2). The most recent soil gas sampling event was reported in <br />the BAI-prepared, December 2018 Soil Gas Monitoring dated 27 December 2018 <br />(Appendix E). Analytical results of soil gas samples are presented in Table 7. <br /> <br />Based on monthly soil-gas sampling performed in 2018 and as described in the <br />Exemption Request, soil-gas sampling has not indicated any soil-gas data of concern <br />associated with the removed and remaining wastes within Disposal Site SWIS 39-CR- <br />0022. The EHD approved the exemption request for Parcel B based on the results of soil- <br />gas sampling and the evaluation presented in the Exemption Request. <br /> <br />An exemption is requested for onsite gas monitoring in the WU1 area on Parcel A <br />following approval of the Clean Closure Plan. <br /> <br /> <br />6.5. GROUNDWATER IMPACTS <br /> <br />Groundwater samples have not been collected beneath disposal area WU1 at Parcel A. <br />However, groundwater samples were collected beneath WU1 at Parcel B. An evaluation <br />of groundwater impacts was presented in the AGE-prepared Site Assessment Summary <br />Report – Final dated 21 June 2018. <br /> <br />The EHD and Regional Water Board concurred with clean closure for Parcel B based on <br />the results of groundwater sampling and the evaluations presented in the Site <br />Assessment Summary Report – Final and the Clean Closure Plan. <br /> <br />It is anticipated that the small area of WU1 wastes beneath Parcel A is of similar character <br />and composition as the wastes that were extensively characterized to the south beneath <br />Parcel B. Therefore, groundwater characterization beneath the WU1 area on Parcel A is <br />not warranted. <br /> <br /> <br />7.0. EXCAVATION AND MATERIAL MANAGEMENT PLAN [Section 21810(c)(3)] <br /> <br />AGE proposes to excavate, remove, and properly dispose of the remaining waste <br />materials from WU1 that extend on to Parcel A. The work will be performed in accordance <br />with the approved BAI-prepared EMMP dated 09 March 2018 and Addendum to EMMP <br />dated 22 March 2018. The EMMP was developed to excavate, remove, and manage solid <br />waste materials and soil located in disposal area WU1 on Parcel B. The EMMP was <br />approved by the Regional Water Board and EHD. <br />
