Central Valley Regional Water Quality Control Board <br />20 April 2020 <br />Dana Perry <br />Reynolds and Brown <br />1200 Concord Ave, Suite 200 <br />Concord, CA 94520 <br />NO FURTHER ACTION DETERMINATION, FORMER PILKINGTON NORTH <br />AMERICA, 500 EAST LOUISE AVENUE, LATHROP, SAN JOAQUIN COUNTY <br />In 1996 a diesel fuel leak was discovered in underground piping connected to an above <br />ground storage tank, resulting in the contamination of soil and groundwater. As <br />documented in the 16 April 2020 Rationale for Considering No Further Action memo, <br />Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff <br />recommended that remedial actions are complete at the Former Pilkington North <br />America diesel spill site on Assessor’s Parcel Number (APN) 198-120-080. <br />Upon discovery of the release, initial actions included excavation of approximately 15 <br />cubic yards of soil and the recovery of approximately 3,000 gallons of diesel and 2,000 <br />gallons of mixed diesel and water from the excavation. Subsequent recovery efforts <br />included skimming diesel from recovery wells and operation of a dual-phase extraction <br />system. It is estimated that over 34,000 pounds of TPH, or 4,900 gallons of diesel, <br />have been removed through all remediation efforts. Based on confirmation samples, <br />AdvancedGeo, Inc., calculates approximately 32,052 pounds of TPH-d remain absorbed <br />to soil on site, and approximately 42.8 pounds of TPH remain dissolved in groundwater. <br />Central Valley Water Board staff agree that free-phase product has been removed to <br />the maximum extent possible, the current TPH plume is stable and decreasing, and that <br />Pilkington North America has met all criteria according to the State Water Resources <br />Control Board’s Low-Threat Underground Storage Tank Closure Policy. The Central <br />Valley Water Board concurs that these concentrations do not pose a threat to human <br />health, the environment, or waters or the State. <br />On 6 March 2020 Central Valley Water Board staff sent a fact sheet describing the <br />actions completed to remediate the release and notifying interested persons of their <br />opportunity to provide comments on the 3 March 2020 Rationale for Considering No <br />Further Action at Former Pilkington North America. No comments were received during <br />the 30 day time period.
