17 March 2020
Project No. 14-3002
Coast Guard and U.S. Environmental Protection Agency, 1985). Prior to mobilization,
each proposed boring location will be clearly marked, and a utility clearance obtained
through Underground Service Alert.

SURFACE SAMPLE COLLECTION

AGI proposes to collect one (1) additional surface sample in the former power plant area
and nine (9) surface samples around the outside perimeter of the former power plant area
to evaluate PCB impact. Surface samples will be collected between the surface and three
inches below surface grade (bsg) in the following locations:

 One sample will be collected beneath the former natural gas main located in the
northeast corner of the power plant area.
 Three samples will be collected in the field located to the north of the power plant
area between the subject property and 500 East Louise Avenue.
 Four samples will be collected in the stormwater basin to the south of the power
plant. Samples will be collected beneath the drainpipe outlets and at the toe of the
berm in the northwest corner of the basin.
 Two samples will be collected between the berm and the power plant along the
west side of the facility. One sample will be collected from discolored soil observed
in this location during the 05 February 2020 site meeting.

Proposed surface sample locations are illustrated in Figure 3.

Surface samples will be collected using a small shovel or trowel. Soil encountered will be
visually classified by AGI personnel in accordance with the USCS. Surface samples will
be hand-packed into precleaned and certified 4-oz, Teflon-lined closure, wide-mouth clear
glass sample containers (sample jars). Sample jars will be labeled with sample location,
depth, time, date and sampler's initials and then placed in a container with sufficient ice
and transported under chain-of-custody procedure to a California Environmental
Laboratory Accreditation Program (ELAP)-certified laboratory.

SOIL BORING ADVANCEMENT AND SAMPLING

AGI proposes to advance an additional nine (9) soil borings in the former power plant
area to evaluate PCB impact. Three (3) borings will be advanced to total depths of 5 feet
bsg and six (6) borings will be advanced to total depths of 10 feet bsg. Soil borings will
be advanced in the following locations:

 One boring will be advanced to 5 feet bsg in the former control room building.
