<br /> <br />2 June 2020 <br />Buzz Oates Development & Construction Services <br />Attn: Troy Estacio <br />555 Capital Mall, Ninth Floor <br />Sacramento, CA, 95814 <br />VERIFICATION REPORT WASTE MATERIALS MANAGEMENT WASTE UNIT 1, MURPHY <br />PARKWAY PROPERTY, APN 198-120-09, 17100 MURPHY PARKWAY, LATHROP, SAN <br />JOAQUIN COUNTY <br />Staff of the Central Valley Regional Water Quality Control Board (Regional Water Board) have <br />reviewed the report dated 14 December 2018 Verification Report Waste Materials <br />Management – Waste Unit 1 (Report) for the Murphy Parkway Property located at 17100 <br />Murphy Parkway, Parcel B, APN 198-120-09 (Site), and submitted on your behalf by Brusca <br />Associates, Inc. (BAI). The Report documents the waste management work performed at the <br />site from April through December 2018 in preparation for project closure and site <br />redevelopment. Waste management work included excavation/removal, stockpiling, sampling, <br />laboratory testing, and onsite reuse of solid waste material and associated soils located <br />beneath a clean soil cap on the far northwesterly portion of the parcel known as Waste Unit 1 <br />(WU1). The Site has been redeveloped an approximate 870,000 square-foot commercial <br />building structure for warehouse distribution purposes. <br />The waste management work is a component of clean closure activities in accordance with <br />CCR Title 27, Section 21810 and with the guidance outlined in the Local Enforcement Agency <br />(LEA) Advisory #16 published by CalRecycle. The site Clean Closure Plan dated 20 June 2018 <br />was submitted by AGE and approved by the LEA in a letter dated 19 July 2018. Regional <br />Water Board’s concurrence with the site Clean Closure Plan was issued in its 21 November <br />2018 letter. This Report summarizes the results from the Excavation and Material <br />Management Plan (EMMP) that describes the procedures for the removal, management, <br />sampling, testing, and evaluation of residual solid waste materials from WU1. Brusca <br />Associates provided the 22 March 2018 Addendum to the EMMP to revise the verification and <br />soil sampling protocols for the testing of soils beneath the area of removed wastes. <br />
