Troy Estacio - 2 - 2 June 2020 <br />Site Background <br />The 48-acre parcel (APN 198-120-09) is in a commercial/industrial area of Lathrop and was <br />occupied by a large glass manufacturing facility since the early 1960s. The former Pilkington <br />North America glass manufacturing facility produced safety and security glass for vehicles and <br />buildings. Solid waste, consisting primarily of waste glass and associated materials, was <br />deposited primarily within the northwesterly portion of the site. This former waste handling and <br />storage area is referred to WU1. The LEA required placement of a clean soil cap on WU1 in <br />2013. <br />Investigation, waste characterization, and waste removal work began in late 2014 to prepare <br />the property for future redevelopment. Investigations included exploratory test pits and borings, <br />ground penetrating radar and a magnetometer geophysical survey discovered two additional <br />areas of unpermitted buried waste cells identified as the North Waste Cell (NWC) and the <br />South Waste Cell (SWC) located south of WU1 along the west property line. Both waste cells <br />were excavated, removed from the site to below screening levels, and hauled off for <br />appropriate offsite disposal. Observed portions of the NWC and SWC extended onto the <br />neighboring Former San Joaquin Cogeneration Facility property and are currently being <br />addressed by that property ownership. <br />Groundwater Sampling Results <br />A total of nine groundwater samples were collected from borings AB1 through AB16. Sampling <br />results for five groundwater samples collected from AB1 through AB7 were tested and found to <br />be non-detect for fuel range hydrocarbons. The other four groundwater samples collected from <br />borings AB8 through AB16 were analyzed for CAM 17 metals and detected concentrations of <br />chromium, copper, nickel, vanadium, and zinc below screening levels. <br />WU1 Excavation, Stockpiling, and Sampling <br />Excavation, removal, and stockpiling of waste materials and associated soil within WU1 was <br />implemented by Ramcon Engineering and Environmental Contracting. Sample analyses were <br />conducted by State-certified analytical laboratories under chain of custody. The work, <br />performed in accordance with EMMP and Addendum, was overseen by BAI, representatives of <br />San Joaquin Environmental Health Department (SJEHD), CalRecycle, and the Regional Water <br />Board. <br /> WU1 Dimensions and Stockpiles: The clean soil cap layer thickness was observed to <br />range from about two to three feet. The waste layer thickness within WU1 was observed <br />to be variable and ranged from a few inches to two feet with one area of greater <br />thickness that extended to a depth of approximately six feet in the southern portion of <br />WU1. The Excavated waste materials were stockpiled into five stockpiles SP1 through <br />SP5. The total volume of stockpiled materials removed from WU1 was approximately <br />13,000 to 14,000 cubic yards. <br /> Verification Soil Samples from beneath WU1: A total of 70 verification soil samples were <br />collected from beneath the removed wastes in WU1 along an approved grid pattern.
