<br />the employee confirmed that solid waste was historically disposed on the Property, and that the <br />California Solid Waste Management Board had closed the site. Disposed materials consisted mainly <br />of old windshields and other inert materials. It was also stated that the California Solid Waste <br />Management Board conducted annual inspections of this area. There is no mention of LOF in the <br />subsequent 2012 Phase I ESA. <br /> <br />On or about January 28, 2014, the SJC Facility commissioned Advanced GeoEnvironmental Inc. <br />(“AGE”) in Stockton, California (www.advgeoenv.com), to investigate and potentially remediate <br />a section of the Property. AGE received results for the soil remediation at the SJC Facility location <br />in Lathrop. Attachment C contains the results of the two soil samples collected within the base <br />of the excavation as AGE proposed. No detectable concentrations of volatile organic compounds <br />or petroleum were reported and the soil was not significantly impacted from the waste soil pile <br />(drum sample). AGE prepared for disposal of the two soil drums and provided SJC Facility with a <br />manifest of waste disposal. The manifest is in Attachment D. <br /> <br />Significant events associated with San Joaquin Cogen post reserve shutdown <br /> <br />Date Comments <br />September 26, 2016 San Joaquin Cogen LLC received a Demolition Permit <br />Release from the San Joaquin Valley Unified Air <br />Pollution Control District for the demolition of the <br />power plant on-site. <br />October 18, 2016 San Joaquin Cogen LLC received formal notification <br />that the Title V permit cancellation was granted. <br />October 31, 2016 San Joaquin Cogen LLC filed a Notice of Cancellation of <br />its FERC tariff. <br />December 28, 2016 San Joaquin Cogen LLC notified the City of Lathrop <br />wastewater agency of the plant closure. <br />June 1, 2017-July 7, 2017 The demolition was conducted during this period; the <br />demolition was completed on schedule. <br />August 10, 2017 San Joaquin Cogen LLC notified California Energy <br />Commission of the facility retirement via the 1304 <br />report and in a separate email. <br />October 18, 2017 San Joaquin Cogen LLC notified California Air <br />Resources Board that power generation had <br />permanently ceased. <br />November 14, 2017 San Joaquin Cogen LLC notified California Unified <br />Program Agency of the plant closure through <br />California Environmental Reporting System. <br />December 29, 2017 San Joaquin County Environmental Health Dept. <br />approved the plant closure notification through the <br />California Environmental Reporting Agency. <br /> <br /> <br />
