To:Joseph Malcolm <imalcolm@ionescovey.com>
Subject: RE: Costco Tracy- Fuel Drop
Hi Joseph,
Please refer to the approval letter dated 5/17/2022 for SR0083815 section 5 j-p. The following inspections must be
conducted before being approved to receive fuel:
j) Verification of leak monitoring communication for all installed vacuum, pressure, or hydrostatic (VPH)
components including piping, sumps, under dispenser containment sumps (UDCs), and all chase
lines. Communication at end points of each vacuum zone and each vacuum monitored sump must be
verified independently in operating condition.
k) Verification of the dispenser footprints contained by the UDCs. Any potential leaks from piping and fuel
filters must drain directly into UDCs.
1) Enhanced Leak Detection (ELD) testing, after facility is in operating condition. Appropriate test
notification, tester certifications, and test method disclosure is required. Passing ELD test results must
be received prior to receiving fuel.
m) Verification of VPH components installation (shroud boots and band clamps for spill containers,
appropriate rubber-type gasket or clamps on lids on all fill, vent and STP sumps, etc.).
n) Verification of overfill prevention: Measurement of drop tubes to verify 95% tank volume shut off and/or
verification that external audible/visual alarm activates when tank is 90% full.
o) Spill bucket test: Verify minimum 5-gallon capacity and pass a one hour hydrostatic test (or equivalent).
Proper drainage method must be verified.
p) Monitoring system functionality: Functionality of the monitoring system must be verified to ensure it
meets the requirements of California Code of Regulations (CCR)Title 23 and California Health & Safety
Code (HSC) Chapter 6.7.
Thank you
All the Best,
Carol Presto
Registered Environmental Health Specialist
San Joaquin County Environmental Health Department
Email: cpresto@sigov.org I Phone: (209) 616-3061
https://www.sigov.org/department/envhealth/
From: Blackwell, Kimberly [EHD] <kblackwell@sigov.org>
Sent:Tuesday, August 16, 2022 8:55 AM
To:Joseph Malcolm <imalcolm@ionescovey.com>; EH-UST<ust@sigov.org>
Subject: RE: Costco Tracy- Fuel Drop
Hi Joseph,
Thank you for providing the address.
