DEPARTMENTOFTOXIC OC'f 2 0 2007 woa. <br /> SUBSTANCES CONTROL <br /> ENVIRUidiviElV T HEALTH <br /> PUBLIC NOTICE PEWATiSERVICES <br /> REMOVAL ACTION WORKPLAN POSTPONEMENT <br /> Shea Homes Neighborhood `C' <br /> Mountain House, California <br /> On August 23, 2007 the California Department of Toxic Substances Control (DTSC)was informed by <br /> Shea Mountain House LLC. (Shea Homes)of their intention to indefinitely postpone implementation of the <br /> Removal Action Workplan (RAW)to cleanup contamination at the Shea Homes Neighborhood 'C' Site. <br /> The Site is a 40-acre agricultural parcel located immediately east of the Alameda-San Joaquin County <br /> line, north of Grant Line Road, and about five miles northeast of Tracy, California in the new community of <br /> Mountain House. Shea Home's plans to develop the Site property into a residential neighborhood <br /> following completion of the environmental cleanup. <br /> The RAW was developed by Shea Homes and was approved by DTSC following a complete technical <br /> review of the Site documentation. A public comment period was held from July 23, 2007 through August <br /> 22, 2007. The RAW was developed to cleanup soil at the Site that has been contaminated with low levels <br /> of the pesticide dieldrin from historical agricultural activities. Field investigations indicate that the <br /> contamination is limited to the top six inches of soil at the site, and that groundwater beneath the Site has <br /> not been affected by the dieldrin contamination. <br /> Currently the Site is vacant, as there are no homes or other developments on the property. In addition, <br /> the Site property is fenced to prevent public access. DTSC has determined that in its current condition, <br /> the fenced and vacant Site does not pose a significant risk to public health or the environment. Therefore, <br /> DTSC has informed Shea Homes that they may implement the RAW at the time of their discretion, with <br /> the following conditions: <br /> • That Shea Homes provide notification to DTSC at least 30-days prior to implementation <br /> of the RAW. <br /> • That Shea Homes notify the affected community of when the RAW will be implemented <br /> by mailing written notification to the DTSC approved Shea Homes Neighborhood 'C' <br /> mailing list. <br /> The final RAW, and the California Environmental Quality Act Notice of Exemption, which states that <br /> implementation of the RAW will not have an adverse impact on the environment, will still be available for <br /> public review at the following information repositories.- <br /> Mountain <br /> epositories:Mountain House Community Services District DTSC File Room <br /> 230 S.
