There are existing utility lines (low aerial lines along the state highway) that may be <br /> impacted by the location of the new road access and vertical clearance for larger <br /> trucks. <br /> I The existing asphalt road connection to State Route 12 should be upgraded to meet <br /> current Highway Design Manual Standards. <br /> 4. Right of way dedication should be required to meet minimum right of way width for <br /> the planned 20 year State Facility. <br /> 5. The proponent will need a permit from the State for any work done in the State Right <br /> of Way. <br /> Hydraulics <br /> The proposed project will increase the run off water and may over the capacity of the <br /> existing retention pond. A complete grading and drainage plan will need to be submitted <br /> to our office for review and approval. <br /> Environmental <br /> The approval of site development permits and the issuance of zoning variances and <br /> conditional use permits are subject to CEQA; therefore, an appropriate environmental <br /> document must be completed prior to project approval. (Ref.: City of Antioch v.. City <br /> Council of the City of Pittsburg(V Dist. 1986) 187 Cal.App.3d 1325 [232 Cal. <br /> Rptr.507]: Pub. Resources Code, § 21080, subd.(a))also Starbird v. County of San Benito <br /> (I"Dist. 1981) 122 Cal.App.3d 657 1176 Cal.Rptr.149](conditional use permit for <br /> manufacturing facility)) <br /> There is no environmental document with this project to review; and therefore, it is <br /> impossible to ascertain the environmental impacts of this project to the State <br /> Transportation System. This is especially important when the project is adjacent to the <br /> right of way, contains a direct encroachment, or land dedication to the State of California. <br /> Please send us a copy of the environmental document(Initial Study for Negative <br /> Declaration(with or without mitigation measures)) or the DEIR when it is available. <br /> (Ref.: California Environmental Quality Act of 1970, Sections 15063 and 2109.24, as <br /> amended). <br /> The limited information sent to Caltrans District 10 indicates that there will be herbicide <br /> and pesticide usage in association with this project. More information is needed to <br /> understand how these chemicals would be used and contained within the project area; <br /> including information on how the State right of way would be protected from increased <br /> 'Calman.q impraves mnhllrty across Call jnrnia' <br />
