NOV-21 - ZUU4 4 04NM UA UtFAKIMtNI Vr IKAW01AIIUIv I`iD JU[4 r
&atny Aden
November 23, 2004
Page 2
While normally agricultural land use is not within the jurisdiction of the California
Department of Transportation,we recognize that we may have information that may be
helpful in this project. We suggest that there are options available, which could help
mitigate the loss of agricultural lands to the area. Other counties and cities in the State
have developed feasible mitigation measures for the loss of agricultural lands that are
recognized by the California Department of Conservation. Some of the measures that
have been utilized are, creation of an open space conservatory or a locally designated
agricultural use preserve or financial contributions for a recognized conservatory program
such as U.S. Fish and Wildlife Management Areas. Utilizing these mitigation measures
has the potential of negating the conclusion that the losses of agricultural lands are
significant and unavoidable.
We suggest that the county continue to coordinate and consult with Caltrans to identify
and address potential cumulative transportation impacts that may occur from this project
and other developments near this geographical location. This will assist us in ensuring
that traffic safety and quality standards are maintained for the traveling public on existing
and future state transportation facilities.
We look forward in continuing to work with you in a cooperative manner. If you have
any questions or would like to discuss these comments in more detail, please contact
Darlene Tigner at(209)948-7575 or(email- darlene timer@dot.ca.ov).
Sincerely,
TOM DUMAS, Chief
Office of Intermodal Planning
"Calan improves mobibry across California"
