Item No. 2 <br /> PC: 11-19-92 <br /> SU-92-9 <br /> Page 3 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> This site is located just north of the Saddle City (also known as Cal Stop) freeway service development. <br /> The tentative map for Saddle City was approved in 1987, and a time extension was approved to extend <br /> the life of the tentative map to November 5, 1993. Conceptual plans for the sewage treatment plant have <br /> been submitted. However, the plans are not sufficiently detailed to establish a bonding amount. <br /> Therefore, the final map is not ready to record. <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> The site is designated Freeway Service (C/FS) on the General Plan map and is zoned Freeway <br /> Service Commercial (C-FS). Because this site was zoned C-FS when the 2010 General Plan was <br /> adopted, a Special Purpose Plan and a market analysis were not prepared and are not required. <br /> This proposal meets the General Plan Service Policies for wastewater treatment,water supply,and <br /> stormwater drainage in Freeway Service Areas Outside of Communities because it will be served <br /> by a public wastewater system, a public water system, and a public drainage system. General <br /> Plan Policy No. 7(c)(5) states that Freeway Service areas shall be designed in an attractive <br /> manner that creates a favorable impression of the County by considering the overall site design, <br /> landscaping, scale of development, signage, relationship to adjacent uses, circulation and <br /> parking, and architecture. Conditions of approval are recommended which comprehensively <br /> address landscaping, signs, and non-exclusive access easements for the site. <br /> The proposed lots meet the 50-foot lot width requirement of the C-FS zone. There is no area <br /> requirement. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Traffic and Circulation: <br /> It is recommended that access be restricted for Lots 7 through 12 along Thornton Road. Access <br /> to those lots will be provided by Cal Stop Circle and Cal Court, which are to be dedicated to the <br /> County. In addition to traffic impact mitigation fees,the Department of Public Works is asking that <br /> the developer enter into an agreement with the County to participate financially in the installation <br /> of traffic signals, acceleration and deceleration lanes, and left-tum pockets at the following <br /> intersections: <br /> • State Route 12/I-5, northbound ramps. <br /> • State Route 12A-5, southbound ramp. <br /> • State Route 12, Thornton Road. <br />
