Item No. 2 <br /> PC: 11-19-92 <br /> SU-92-9 <br /> Page 4 <br /> Caltrans is requesting a 50-foot building setback along Interstate 5 for Parcels 1 and 7 to <br /> accommodate the potential need for additional rights-of-way that may be required'if or when the <br /> interchange improvements become a reality.' The applicant has provided for the setback on the <br /> tentative map. The recommended conditions of approval mitigate for all identified impacts. <br /> FACILITIES/SERVICES: <br /> Water/Sewage Disposal/Drainage/Street Lighting: <br /> The recommended Conditions of Approval require the project to be served by a public water <br /> system that shall provide adequate domestic and fire water supply, a public sewer collection and <br /> treatment system, and terminal drainage. it is further recommended that the property annex to <br /> CSA 31 to provide for the operation, maintenance, and improvement of storm drainage,the water <br /> system, the sanitary system, and street lighting facilities. A well site is located at the north end <br /> of the subdivision. The well will become part of the public water system. <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> Omni-Means Ltd. prepared an air quality study (September 15, 1992) to determine if this project may <br /> produce levels of Carbon Monoxide (CO) that would exceed levels deemed significant relative to a <br /> cumulative impact on air quality. After reviewing the study, the San Joaquin Valley Regional Air Pollution <br /> Control District concluded that this project would not contribute significantly to a cumulative impact on <br /> air quality. The District provided standard dust and transportation reduction suggestions that were given <br /> to the applicant. <br /> An Initial Study was prepared for this project on May 5, 1992, and no significant environmental impacts <br /> were identified. On the basis of that review, a Negative Declaration was prepared. In addition, a <br /> Certificate of Fee Exemption with a'De Minimis Impact Finding' has been prepared which indicates that <br /> this project could not have a significant impact on fish and wildlife resources. <br />
