The air quality impact due to the increase traffic volume and <br /> proposed mitigation measures, <br /> E. Any air quality impacts of CO to the environment due to <br /> resulting hotspots, <br /> 3 . Applicants should be aware of the PM-10 Fugitive Dust Rule and <br /> the Indirect Source Review Rule, bcth of which are currently <br /> proposed by the District for adoption in the near future. Both of <br /> these rules may affect the applicant's project. A copy of these <br /> rules is available upon written request to the District. <br /> 4 . The ITE Handbook authored by the Institute of Transportation <br /> Engineers is a guide by which the amount of trip generations <br /> derived from the various land uses can be determined. This guide <br /> is a method of determining the emissions factors that results from <br /> a proposed project due to the various and diverse types of land <br /> uses associated with these proposed project. The District uses the <br /> URBEMIS3 modeling program (as developed by the California Air <br /> Resources Board) to calculate the pollutant emissions resulting <br /> from various land uses due to motor vehicle trips. Emissions are <br /> calculated for total organic gases (TOG) , carbon monoxide (CO) , <br /> nitrogen oxide (NOx) , and particulate matter of size 10 microns <br /> (PM10) . For the purpose of estimating ozone precursor emissions, <br /> TOG should be converted to reactive organic compounds (ROG) by <br /> multiplying the TOG emissions by 0. 9178 . We recommend that <br /> URBEMIS3 be used in the EIR. The results from Urbemis3 should be <br /> expressed in pounds per day. The variables used in Urbemis3 should <br /> be listed. <br /> 5. The use of the Caline 4 (available from the California Air <br /> Resources Board) computer program should be used for predicting <br /> carbon monoxide, nitrogen dioxide, particulate matter or other <br /> inert gaseous pollutant concentrations near a roadway. <br /> 6. Emissions generated during the construction process are of <br /> concern to the District. The attached dust control practices shall <br /> be implemented if and when construction/grading takes place. <br /> 7 . Necessitated regulations and programs are forthcoming in the <br /> future to help the county and the valley to achieve its annual five <br /> percent reduction in pollutants. These programs and regulations <br /> will include, but are not limited to trip reduction ordinances, <br /> bicycling programs, traffic flow improvements, etc. . . It is <br />
