GP-99-3 OF MARY HELMS <br /> -------------------------------------------------- <br /> The applicants have submitted the above referenced pre-application to change the General <br /> Plan designation of two parcels with a total of 6 acres from General Agriculture (A/G) to <br /> Limited Industrial (I/L) and Commercial — Freeway Service (C/FS). The site is located on the <br /> northwest corner of Kasson Road and Interstate 5, east of Tracy. The site does not have <br /> public services. <br /> The Community Development Department has reviewed the proposed pre-application and <br /> offers the following comments: <br /> Freeway Service Development and Locational Criteria (pp. IV-25, 26) <br /> The General Plan Commercial Development Chapter contains the following Specific <br /> Development and Locational Criteria for freeway service areas: <br /> (1) Freeway service areas shall be designated only adjacent to full freeway <br /> interchanges where development will be easily accessible and visible to the <br /> freeway traveler; <br /> ■ The project site is adjacent to a full freeway interchange. <br /> (2) Freeway service areas shall be limited in number to encourage the clustering of <br /> uses at selected interchanges; <br /> ■ There is a freeway service area approximately two miles to the north and <br /> another approximately four miles to the south. A Market Analysis is required <br /> as part of the General Plan Amendment Application to designate new <br /> freeway service areas (Volume 1, p. IV-30). <br /> (3) Freeway service areas shall be limited in area in order to reduce impacts on <br /> surrounding land uses and control physical and visual extent of these areas; <br /> ■ The applicant is proposing to change the designation of only about 3 acres <br /> to C/FS. <br />
