-3- <br /> (4) Limited industrial areas shall be located in areas served by, or planned to be <br /> served by a wastewater treatment plant, a water system, and a drainage <br /> system, all of which shall be public, unless only one parcel is involved. A limited <br /> number of areas may be zoned for development on septic tanks. The uses in <br /> these areas shall not individually or collectively generate wastewater whose <br /> volume or quality require a sewage treatment plant. These areas shall: <br /> - not be served or be expected to be served by a sewage <br /> treatment plant during the planning period; <br /> - not be located where they will make the extension of services <br /> more difficult in the future; <br /> - be located where soil conditions can safely absorb sewage in <br /> conformance with local health and water quality standards; and, <br /> - require a septic nitrate loading feasibility study prior to <br /> development. <br /> ■ When any underlying project is processed it will be reviewed and/or <br /> conditioned consistent with these requirements. <br /> General Plan and Development Title Service Requirements <br /> Both the General Plan and Development Title contain the following requirements for the <br /> provision of services: <br /> ■ Wastewater treatment: <br /> Freeway service areas outside of an urban community shall be provided a public <br /> wastewater treatment system for at least each side of the freeway. A wastewater <br /> disposal system serving only one existing parcel may be privately owned and <br /> operated until additional parcels are served, then it will become a public wastewater <br /> disposal system (General Plan Wastewater Treatment Policy 2, p. IV-62, and <br /> Development Title Section 9-1105.7) <br /> Industrial areas outside of an urban community shall be provided with a public <br /> wastewater treatment system serving the entire planned area (system may be <br /> private if only one parcel is involved). Septic tanks may be permitted if zoned I/W <br /> (General Plan Wastewater Treatment Policy 2, p. IV-62, and Development Title <br /> Sections 9-1105.5 and 9-1105.6). <br /> ■ Water supply: <br /> Freeway service areas outside of an urban community shall be provided with a <br /> public water system serving at least each side of the freeway. Any water system <br /> serving only one parcel may be privately owned and operated until additional <br /> parcels are served, then it shall become a public water system (General Plan Water <br /> Supply Policy 2, p. IV-64, and Development Title Section 9-1120.7). <br />
