ekienvironment <br />& water <br />2.0 SUBSURFACE CONSTRUCTION MANAGEMENT PROTOCOLS <br />This section describes protocols to be applied during excavation activities if previously unknown <br />waste pits (e.g. similar to the North and South Waste Cells on Parcel B) or other areas of <br />obvious soil impacts with potentially hazardous materials (e.g. similar to that observed in <br />excavation for utility trench as documented in Attachment 3 Figure 16 to the Order (Appendix <br />A)) are encountered as part of ongoing and future Site redevelopment. <br />2.1 Construction Impact Mitigation Measures <br />The Contractor will implement the following measures to mitigate potential impacts during <br />subsurface disturbance activities for Site redevelopment in accordance with approved permits <br />and plans from other agencies. <br />• Dust and odor control measures; <br />• Decontamination measures; and <br />• Stormwater pollution prevention measures. <br />2.2 Management of Previously Unknown Waste Pits <br />Procedures to be followed if previously unknown waste pits (e.g. similar to the North and South <br />Waste Cells on Parcel B) are encountered as part of ongoing and future Site redevelopment are <br />described below. If field observations indicate the presence of a previously unknown waste pit, <br />the RWQCB will be notified, and the material will be sampled and tested to determine if it <br />exceeds screening levels. If the test results exceed screening levels the material will be <br />excavated and managed in accordance with procedures described in the WU1 Plan (Appendix <br />B). If material qualifies for on -Site reuse, as outlined in the WU1 Plan Addendum, these <br />materials will be reused at the Site, and the reuse location will be documented. <br />If a previously unknown waste pit is encountered, a samples of the materials in the waste pit <br />will be collected and analyzed for: <br />o Title 22 Metals <br />o Dioxin and furans <br />o Polychlorinated biphenyls ("PCBs") <br />o Total petroleum hydrocarbons ("TPH") as gasoline/diesel/motor oil <br />("TPH-g/d/o") <br />o Semi -volatile organic compounds ("SVOCs") <br />o Polycyclic aromatic hydrocarbons ("PAHs") <br />o Volatile organic compounds ("VOCs") <br />
