R5-2019-0886 FOR SUBMITTAL OF <br />TECHNICAL AND MONITORING REPORTS, FORMER PILKINGTON NORTH AMERICA, 500 <br />E LOUISE AVE, LATHROP, SAN JOAQUIN COUNTY <br />You are legally required to respond to this Order.'Please read it carefully. <br />This Monitoring and Reporting Order (Order) is issued to Dana Parry of Reynolds and Brown <br />and Roger Ashton of Engineered Construction Services (collectively, Responsible Parties) <br />pursuant to Water Code section 13267, which grants the Central Valley Regional Water Quality <br />Control Board (Central Valley Water Board) the authority to require the submission of technical <br />and monitoring reports associated with the unauthorized release of regulated contaminants from <br />buried glass manufacturing waste material and removal of aboveground storage tank (AST) <br />from the Former Pilkington North America property located at 500 E Louise Ave in Lathrop. This <br />Order presents actions and reporting requirements, deemed necessary by the Central Valley <br />Water Board, to address the unauthorized release(s) of dioxins and furans, polychlorinated <br />biphenyls (PCBs), Title 22 meta ls,'semi-volatile organic compounds (SVOCs), polynuclear <br />aromatic hydrocarbons (PAHs), nitrates, total dissolved solids (TDS), and total petroleum <br />hydrocarbons (TPH) from the glass manufacturing waste illegally landfilled at the Site and <br />summarizes the findings which establish the identity of the Responsible Parties. <br />PROPERTY OWNERSHIP, LIABILITY, AND SITE OPERATIONS <br />Dana Parry and Roger Ashton own the Former Pilkington North America property <br />located at 500 E Louise Ave in Lathrop, San Joaquin County (Site). The Site was <br />formerly a security and safety glass manufacturing facility. Mr. Parry entered the Cost <br />Recovery Program in 2015 for the Central Valley Water Board to oversee cleanup <br />activities for potential threats to water quality from historical site features, primarily <br />KARL E.
