500 E Louise Ave <br />Lathrop, San Joaquin County - 2 - 12 April 2019 <br />randomly located unpermitted waste pits and diesel fuel release cleanup. In addition, Mr. <br />Ashton of Engineered Construction Services was identified as the land owner/legally <br />responsible party for the Site in its February 2019 Notice of Intent (NOI) application <br />submitted to the State Water Board's Division of Water Quality. The site location is <br />depicted in Attachment 1. As current owners, the Dischargers have the ability and <br />authority to control conditions at the property, including discharges of waste. <br />2. The Site was purchased by Dana Parry in early 2015 and has been undergoing <br />evaluation and remediation to address historical contamination from waste disposal <br />practices that include several unpermitted waste pits and a diesel spill release. From <br />approximately 1960 through early 2015, the site operated a large furnace and air <br />pollution control system to manufacture safety and security glass products. The former <br />owners documented manufacturing waste handling and disposal practices during its <br />operational period that included random pothole -type method of unpermitted landfilling of <br />manufacturing waste materials, baghouse scrubber air pollution control system <br />residuals, and debris (metal, plastic, wood, and trash). <br />ENVIRONMENTAL INVESTIGATION SUMMARY <br />3. Beginning in early 2015, Central Valley Water Board staff worked extensively with Mr. <br />Parry and his consultants as well as San Joaquin Environmental Health Department <br />(SJCEHD) and Cal -Recycle to provide oversight of site investigations to locate, define, <br />and remediate waste cells and evaluate the potential water quality impacts from past site <br />practices. To date, three waste cells have been defined, excavated, and remediated in <br />accordance with relevant and applicable regulations, oversight and documentation. The <br />North and South Waste Cells were located along the southwestern border and Waste Unit <br />1 (WU1) was situated just south of the railroad tracks on the southwestern corner of the <br />Site. The locations of the three unpermitted waste cells are also depicted in Attachment 2. <br />Additionally, another glass manufacturing waste pit was located beneath the neighboring <br />cogeneration plant property in March 2019 located at 17200 Murphy Parkway. This <br />neighboring property was originally part of the 500 E Louise Ave parcel before being sold <br />off to San Joaquin Cogeneration LLC which constructed a natural gas cogeneration plant <br />on the property after purchase. <br />4. Site constituents of concern (COCs) include: dioxins, furans, PCBs, Title 22 metals, <br />SVOCs, PAHs, nitrates, TDS, and TPH. Site characterization of the glass manufacturing <br />waste materials from WU1 show elevated levels of metals, PCBs, and dioxin and furans. <br />Analysis of groundwater beneath the site show detections of nitrates, TDS, arsenic, and <br />TPH above screening levels. <br />5. On 28 March 2019 staff of the Central Valley Water Board and SJEHD were onsite to <br />observe the implementation of AdvancedGeo Environmental's (AGE) 22 February 2019 <br />WU1 Clean Closure Plan and Work Plan Addendum (Excavation and Material <br />Management Plan) to define, remove, dispose, and confirm waste removal and <br />remediation for WU1 located at the southwestern portion of the Site along the boundary <br />with Parcel B at 17100 Murphy Parkway. Staff observed four large earth movers and <br />several other construction vehicles operating on the eastern portion of the Site. The <br />eastern portion of the Site includes a diesel spill cleanup area that has been undergoing <br />remediation with dual-phase extraction, Staff observed the following: <br />
