Complaint Investigation Summary <br /> Report #. 5105 <br />COMPLAINT ID: COTDEDFCB Site Location: 3200 E. EIGHT MILE RD. <br />Activity Summary <br />Activity Date Recorded by <br />12/03/2020 Received document review findings from Garrett Backus. MURO <br />Called Tony Feliciano, 412-787-6794, to let him know EHD will be abating the <br />complaint based on the review of the documents he submitted. The waste at the <br />facility is not hazardous waste. EHD will be placing the facility on a Hazardous <br />Materials Business Plan (HMBP) program. The facility now has CERS account: <br />10859029. <br />Tony Feliciano told me he is working with Bruce Buckerfield, <br />Warehouse Manager in the Stockton facility, to complete the documents required <br />for the HMBP submittal. <br />12/07/2020 Read through emails and documents (lab reports) provided by Tony Feliciano and MURO <br />that were reviewed by Lead Senior Garrett Backus. <br />12/18/2020 Received email from Tony Feliciano advising of a recent customer's spent carbon MURO <br />stream having tested high for vinyl chloride. Tony stated that the customer's spent <br />carbon stream is no longer being approved at their facility. Arrangements have <br />been made to characterize that carbon stream as hazardous and have the <br />customer retrieve the material and transport back to customer's facility. <br />12/23/2020 Gathered complaint documents into one stack. MURO <br />01/05/2021 Received email from Tony Feliciano of Calgon on Dec 18 that they received a BACKUS <br />unexpected load of spent carbon that was found to be high in vinyl chloride. The <br />originating facility took the spent carbon back to their facility for storage until <br />disposal. Tony said the originating facility is Chevron in Richmond CA. <br />I forwarded this information to Karine Abramians <br /><Karine.Abramians©cchealth.org> , my HW CUPA contact in Contra Costa <br />County. The spent carbon may be HW for vinyl chloride content since the RCRA <br />TCLP regulatory level is 0.2 mg/I. Filed email string in the complaint file. <br />01/05/2021 Discussed the email from Tony Feliciano with Garrett Backus regarding the facility MURO <br />whose spent chloride resulted in higher levels of vinyl chloride making it a <br />hazardous waste. <br />Sent Tony Feliciano an email asking if the company was based in San Joaquin <br />County, then further requested company name, address and contact info. Tony <br />disclosed facility name and address but was unable to provide a contact as he <br />does not deal with the facility directly. <br />01/06/2021 Received email from John Schofield, US EPA, asking about the Calgon facility. <br />He received a letter from Tony Feliciano describing the spent carbon with vinyl <br />chloride that was rejected and sent back to the generating facility. I emailed over <br />the details regarding the complaint inspection, findings and HMBP permit issued <br />to the site. <br />BACKUS <br />01/06/2021 Discussed complaint with Garrett Backus. Read emails to Contra Costa and the MURO <br />State. Reviewed narrative. <br />01/11/2021 Compiled facility paperwork into proper sequence for abatement. Complaint file is MURO <br />incomplete for abatement.
