COMMENTS ON DEVELOPMENT <br /> SU-90-8/PD-90-2 <br /> 11 . A Homeowner ' s Association shall be formed prior to the <br /> acceptance of the Final Map to provide for the operation, <br /> maintenance , and improvement of storm drainage system, <br /> private road and street lighting . Conditions , ccivenant:.� :Jr,u <br /> restrictions shall be provided to regulate the operation and <br /> maintenance of these services and the subdivision must be <br /> identified as for "Planned Development Purposes" . Conditions , <br /> covenants and restrictions shall not be modified without <br /> ;approval of the San Joaquin -.County Department of Public Works <br /> 12 .
