reportedly was closed in 1960, per Mr. Robert McClellon, County of San Joaquin, Public <br />Health Services, Environmental Health Division (EHD), LEA, and subsequently subdivided <br />into parcels and sold. The length of time that waste disposal operations occurred is not <br />known, although it is suspected that the gravel pits began to be filled with wastes shortly <br />after gravel mining ceased (1940) and ended before the property was subdivided (1960). <br />Bill Lane IDS <br />The Bill Lane IDS is a 10 -acre property, generally square in. shape. The site is bounded to <br />the north by the Lynch IDS, to the east by Santa Fe Road, private developed property on <br />the south, and the BNSF railroad on the west. Per LEA inspection reports, the property was <br />observed to be poorly graded with inadequate drainage control. Based on review of LEA <br />inspection reports, wastes were observed at the site and included household refuse, tires, <br />roofing shingles, landscape debris, concrete, several old trucks, car parts, appliances, and <br />farm equipment. As observed on May 1, 2001 during a site visit by the LEA and CIWMB <br />staff, along the western property boundary, several mounds were observed that had been <br />excavated by trenching. Evidence of construction and demolition wastes was observed in <br />the trenches that traversed these mounds. Yard waste was observed near the center of the <br />property. The property is owned by Jon W. Beard, P.O. Box 739, Empire, CA, 95319. <br />LynchlDS <br />The Lynch IDS is a 16.08 -acre parcel, triangular in shape, with the apex at the northern <br />point. The site is bounded by Santa Fe Road on the east, by the Bill Lane IDS on the south, <br />and by the BNSF railroad on the west. Per LEA inspection reports, the property was <br />observed to be poorly graded with inadequate drainage control. The inspection reports <br />indicated trenches were excavated parallel to the eastern and southern property boundaries <br />and across the northern apex of the site. Reportedly these trenches were to prevent access <br />to the property. A review of LEA records identified wastes observed on the Lynch IDS to be <br />similar to wastes observed at the adjacent Bill Lane IDS. Based on LEA records, observed <br />wastes included household garbage, tires, roofing shingles, brush, concrete, several old <br />trucks, car parts, appliances, and farm equipment. Additionally, per the State of California <br />Department of Public Health Bureau of Vector Control November 21, 1956 document, <br />earlier disposal at the Lynch IDS associated with the former SSDS included the disposal of <br />municipal solid waste and peach/apricot pits. The property is currently owned by Delta <br />Funding, LTD, PTP, c/o Cal State Home Loans, P.O. Box 7636, Stockton, CA 95207. <br />Beard Propertv <br />The Beard property is a 10 -acre site, generally square in shape, with a joggled eastern <br />property boundary. The property is bounded by the Bill Lane IDS on the north, private <br />property and a segment of Santa Fe Road on the east, a city park on the south, and the <br />BNSF railroad on the west. As observed by CIWMB and LEA staff on a May 1, 2001 site <br />visit, the property is poorly graded and generally flat with inadequate drainage control. The <br />northern most portion of the property is strewn with glass shards, metal, crushed asphalt, <br />and concrete debris. The Beard property is owned by Jon W. Beard, P.O. Box 739, Empire, <br />CA 95319. <br />McNallev Propertv <br />The McNalley property is 17.4 acres in size and is bound by Santa Fe Road on the west, <br />Henry Road on the east, and private properties on the north and south. Topographic maps <br />indicate the presence of gravel pits, similar to the pit at the Bill Lane IDS and surrounding <br />1-6 <br />
