➢ Collect representative burned refuse and soil samples, (samples of solid municipal <br />waste will not be sampled for analytical testing, as this material consists of <br />heterogeneous materials such as metal debris, asphalt concrete, and typical <br />household refuse etc., not conducive to sampling), <br />➢ Evaluate and summarize data obtained, <br />➢ Provide appropriate preliminary recommendations regarding site remediation options <br />(as applicable or required). <br />1.4. Responsible Agency <br />The CIWMB staff will be responsible for preparing the site investigation work plan and <br />coordinating investigation objectives with the LEA and their environmental consultant, Ninyo & <br />Moore. CIWMB staff will prepare the site investigation report and provide a copy of the report to <br />the LEA for their review and comments. The CIWMB will also place both the site investigation <br />work plan and report in CIWMB files and update the Solid Waste Information System (SWIS) <br />database. <br />1.5. Box 4025 <br />Sacramento, CA 95812-4025 <br />Telephone: (916) 341-6696 <br />Fax: (916) 319-7528 <br />CIWMB staff will generally perform the following activities: <br />a) contact the RWQCB and San Joaquin LEA to obtain available data regarding the <br />Santa Fe Road Disposal Sites, <br />b) review previously prepared documents, site investigation reports, and other <br />available data to evaluate the types, and suspected locations of buried wastes, <br />and summarize the information in this work plan, <br />C) review historical aerial photographs to obtain information on the locations <br />(horizontal) extent of the buried wastes, <br />d) delineate the extent of the study area and provide information regarding property <br />boundaries, <br />e) arrange with the property owners and provide access to each property where <br />boring and trench excavating are proposed to be performed, as required, <br />f) obtain boring and trench permits, as necessary, <br />g) prepare this site investigation work plan, <br />h) coordinate and oversee the field investigation activities and all aspects of the <br />analytical testing program. CIWMB staff will obtain appropriate sample <br />containers, labels, chain -of -custody forms, and shipping containers from their <br />environmental laboratory services contractor, ExcelChem, Inc.
