in conjunction with CIWMB staff, locate by GPS, plot on the site map, <br />photograph, and provide written descriptions of pertinent surficial site features <br />including areas of illegal dumping, depressions, areas of suspected buried <br />wastes, etc. <br />1.6. Previous Investigations <br />The following information regarding the environmental history of the Santa Fe Road Disposal <br />Sites was obtained from San Joaquin County LEA records and CIWMB files. The Bill Lane IDS <br />and Lynch IDS have been the subject of site inspections and code enforcement for the past 10 <br />to 25 years. A summary of the chronology of the site inspections for these sites is provided <br />below. Based on available information, it appears that the Beard and McNalley properties have <br />not been the subject of previous inspections, code enforcement, or investigations. <br />Lynch IDS: <br />Based on information obtained from the Solid Waste Cleanup Program AB2136 site <br />Investigation Report, prepared June 3, 1998, the Lynch IDS is located just north of the Bill <br />Lane IDS. The owner at the time of the visit Leonard Lynch, claimed that he had not placed <br />or allowed the placement of wastes on this property, Reportedly, after legal action, the <br />County of San Joaquin spent $70,000 to remove solid waste from the property (reportedly <br />all of the waste was not removed from the southern property boundary because the <br />contractor did not know where this property line was located and believed that the solid <br />waste left on site resided on the adjacent Bill Lane IDS. The LEA & Code Enforcement <br />offices became aware that surface disposal activities had resumed on the Lynch IDS and <br />requested AB2136 staff to evaluate the site for possible site cleanup consideration. <br />The June 3, 1998 inspection was conducted in conjunction with the adjoining Bill IDS. <br />Observations of the property were made from Santa Fe Road and from the Bill IDS. From <br />these vantage points, reportedly a large amount (approximately 2,000 tons) of waste <br />(construction/demolition debris, tires, appliances, landscaping, and household trash) were <br />observed near and along the property's southern boundary. An area of waste was observed <br />to have been placed on the side of the railroad berm, toward the property's southwest <br />corner, apparently in readiness for landfilling activities. Access to the property for the <br />purpose of discarding/disposing of waste reportedly was gained by the use of two dirt roads <br />that connect through the Bill IDS. <br />The following information was obtained from the Declaration of Robert David McClellon of <br />the EHD (LEA). <br />March 4, 1997, EHD posted the property with a Notice and Order to Abate Housing and <br />Dangerous Building Violations regarding substandard structures and nuisance on the <br />property. The owner at the time was Leonard Lynch. <br />July 14, 1997, the County was issued an Inspection Warrant and Authorization to Abate for <br />conditions of non -conformity in regard to the Lynch property for conditions of non- <br />conformity with the County Ordinance Code. The abatement was carried out and completed <br />between July 14, 1997 and August 11, 1997. <br />April 22, 1998, EHD personnel inspected the subject property from the roadway because <br />access to the property could not be obtained. Current dumping was observed as evidenced <br />by several piles of solid waste, including household garbage, tires, roofing shingles, brush, <br />1-12 <br />
