Mr. Robert McClellon <br />Page 3 of 5 <br />As you know, Mr. Palomino has been conducting site mitigation activities at APN 249-060-13 <br />(Parcel 13). Mr. Palomino proposes conducting similar activities on Parcel 14 using the same <br />protocols approved by EHD. <br />2.1 Excavate Surface and Buried Debris for Off -Site Disposal <br />Mr. Palomino will excavate and coordinate disposal of surface and buried wastes located <br />throughout most of the site. Debris previously identified in excavaton trenches T27, T29, and <br />T30 will be removed to a permitted landfill. These areas are identified in the figure prepared by <br />Ninyo & Moore for the CIWMB (Attachment A). The estimated soil and debris volumes are <br />summarized in Table 3. As indicated in Table 3, it is estimated that up to approximately 1,300 <br />cubic yards of debris will be excavated from these areas. <br />The debris in these areas will be excavated using a Case 590E backhoe. General site grading will <br />be accomplished using an International E295 scraper, a Caterpiller 9770 bulldozer, and a <br />Caterpiller 613 scraper. All equipment will be operated by Mr. Peter Palomino, who is a trained <br />heavy equipment operator and also has completed the 40 -hour Hazardous Waste Operations <br />(HAZWOPER) training. No excavations are expected to exceed four feet in depth based upon <br />site characterization conducted by CIWU B. The debris will be separated from native soil <br />manually by Mr. Palomino or using a mechanical sifter, if necessary. The separated soil and debris <br />will be stockpiled separately, pending ultimate destination. The separated debris will be loaded <br />into trucks immediately after separation or temporarily stockpiled on site if less than a full load. <br />Any stockpiled debris will be secured by temporary fencing or flagging or covered with clean, <br />native soil. The debris will ultimately be transported to the Gilton Resource Recovery Transfer <br />Station located at 800 S. McClure Road in Modesto, California for disposal. The volume of <br />waste removed from the site will be tracked by cataloging the weigh tickets of each truck that <br />exits the facility. <br />Native soil separated from the excavated debris will be used on site for temporary cover where <br />necessary. <br />A significant volume of mixed soil and debris is located in the westernmost third of Parcel 14 <br />along the western property boundary (the railroad berm) in the areas surrounding previous trench <br />locations T31, T35, T36, T37, T40, T55, T56, and T59. As discussed with EHD, Mr. Palomino <br />does not currently have the funds to mitigate the buried waste in this portion of the site. Mr. <br />Palomino proposes to apply a 1 to 2 -foot soil cover in this portion of the site until funds become <br />available to mitigate this portion at a later date. <br />2.2 Concrete Removal and Disposal <br />Mr. Palomino intends to removed the concrete stockpiled in the northwest corner of the parcel. <br />The concrete will be evaluated for the presence of rebar prior to removal.
