1 ! • <br />REPORT OF DISPOSAL SITE INFORMATION <br />CENnAL C0UNTY AUSTIN ROAD LANDFILL - OCMBER 1983 <br />Ci <br />LI <br />I <br />F <br />D <br />iJ <br />k <br />I <br />h <br />r <br />17, <br />LI <br />Forward Inc. has been operating a Class2-1 permitted solid waste disposa <br />limited hazardous waste and resource recovery operation on a 157 acre parcel <br />located on Austin Road approximately seven (7) miles southeast of the City of <br />Stockton, in San Joaquin County, California. The existing Waste Facilities <br />Permit numbers are 39 -AA -015, Sanitary landfill; 39 -AA -020, Transfer Station; <br />and DOHS Hazardous Waste Facilities Permit 39-0001-78. 1 <br />San Joaquin County proposes to purchase a portion of the 157 acre site <br />and proposes to operate it as a Class 2-2 landfill. The south branch of Little- <br />john Creek transverses the site and splitsitinto two distinct areas, one <br />north of the creek and one south of the creek. The County proposes to purchase <br />approximately 110 acres of the 157 acre Forward property, 81 acres north of <br />the creek and 29 acres south of the creek. <br />The County -operated 110 acre landfill operation will be separate fran <br />z11 operations of Forward Inc. The County's intent is to disassociate itself <br />from all Forward Inc. interests, commitments and responsibilities involving <br />the remaining Forward operations. <br />The site usage as a landfill is intended to accept wastes currently trans- <br />ferred to the Foothill Landfill via the Lovelace Transfer Station. The County <br />Solid Waste Management Plan recommends siting a new central landfill to replace <br />operations at Lovelace and Foothill. The acquisition of the Forward Inc. <br />landfill is a reccmmended alternative for a central site. <br />AB 3302 and AB 3433 specify solid waste disposal sites be identified <br />as such and be consistent with local general plans. The General Plan must <br />zlso establish that the sites are compatible with land uses next to or near <br />them. San Joaquin County has ccuplied with this legislation and made the <br />zppropriate findings for this site with the November 1983 adoption of an <br />update to the current General Plan text (Basis for Policy, Land Use/Circulation <br />Element to 1995, pages 180 to 185, SOLID WASTE MANAGEMENT). <br />
