Periodic patrols along the perimeter of the site clean up litter in <br />the area. Fran past experience, litter fences will be needed and will be <br />placed at the tops of fills along the south and southeast site boundary. <br />County ordinances have been enacted to effectively control/prevent road- <br />side litter. These ordinances provide that ail loads shall be covered and <br />will not be accepted at landfills unless they are coveredin,transport. <br />A bird nuisance control program similar to those used at other landfills <br />in the County will be used. Landfill personnel will be provided with blank <br />cartridge firing guns and'will be instructed in the effective use and operation <br />of the guns to control any bird nuisance problems. <br />A. General <br />The landfill will receive approxituately 315 tons of refuse per day on <br />a seven day a week basis. Refuse will include residential refuse, commercial <br />solid wastes, tires and construction/demolition wastes. No hazardous wastes, <br />large animals, liquid or cannery wastes will be accepted. <br />A volume of approximately 745,000 loose cubic yards, of refuse were trans- <br />ferred frcm the Lovelace Transfer Station in fiscal year 1982-83. This <br />volume estimates to 286,000+ cubic yards of landfill volume. Using the <br />Parameters of General Design in the Site Development Plan, the 110 acre <br />landfill will have a life expectancy of approximately 20 years projecting <br />a 3% per year growth in refuse generation. Peak use of the landfill would <br />normally occur in the spring of the year. Based on the expected number of <br />individual minimum individual loads per day of 250 and 150 commercial/ <br />franchise loads, only minor inconveniences in waiting time during peak periods <br />are expected. <br />The general handling of special waste such as small animals or infectious <br />waste will be to segregate them from public exposure and immediately cover <br />with clean cover inaterials. This method has worked satisfactorily in other <br />county -operated landfills. Should unintentional hazardous waste be found <br />in the landfill, the area would I -x-- secured and the county agriculture and <br />Wcal Health Districts notified imnediately for handling instructions. The <br />County Local Health District will determine handling and contact of other <br />agencies if needed. <br />
