February 7, 1978- <br /> Project .I W.1 i:1 <br /> 3 . <br /> The wastes will be transported by a hauling contractor and placed from <br /> both edges of the trench. 'Earth cover material will be p.iaced over the <br /> waste in a typical cell construction to minimize contact with precipitation, <br /> if required. Cell construction wili terminate 3 feet. below adjacent: embankment. <br /> crest to permit installation of a clay surface seal as shown on Plate 3., <br /> Trench Detail. ` <br /> As previously stated, a portion of the wastes are dry (or at least have a <br /> low moisture content) however, the fluid characteristics of the ponded <br /> waste is not known. If these wastes have moisture above- their specific <br /> retention capacity.; the fluid will flow to the sump at the low end of the <br /> trench where fluid levels can be monitored using the PVC riser pipe <br /> ., as a g.uage. If significant.quantities of fluid accumulate in the sump, <br /> it will be pumped into the embankment enclosure shown on Plate 1 , Site <br /> Sketch, where they will be removed by solar evaporation.. . The pond will be <br /> .constructed to the same permeability specifications as the' trench disposal <br /> facilities (i.e. pond floor and embagkmen.ts constructed 6f s ity clay and <br /> clay with permeability less than 10 cm/sec.) The evaporation pond will <br /> not be constructed until early simmer due to current wet field conditions. <br /> This procedure will prevent the accumulation of fluid head inside the <br /> disposal trench and assure against the potential for lateral migration. <br /> We anticipate constructing future disposal trenches west of, and parallel <br /> to FMC Trench #l . Future facilities may be altered in configuration depending <br /> upon operational experience gained in handling the initialwaste shipments. <br /> However, regardless of configuration, each new trench facility will be <br /> designed and equipped with the same environmental control features <br /> provided in the initial trench.. If :future design changes become desireable, <br /> they will be presented to appropriate staff of your Board for review and <br /> approval prior to Construction. <br /> We further anticipate the need ,ta install from 3 to 6 additional monitorin <br /> wells down-gradient- of the disposal operation as new facilities are extended <br /> westward. <br /> SCHEDULE <br /> Based upon current estimates of waste volume and recent discussions with <br /> management personnel of FMC Corporation, we anticipate between 20 and 2.4 <br /> months of continuous work (5 day work week) to accomplish transfer and <br /> disposal of the wastes currently in storage: at Modesto.
