<br />I. SUMMARY
<br />This property has recently been used as a disposal site for household solid waste as well as construction and demolition debris.
<br />The history of the site indicates that hazardous waste has been disposed of at the site. Prior to 1960, the site was operated as Snyder
<br />sanitary dump. The site was closed in 1960 when the owner, Chester Snyder, was placed in jail for operating the dump in an un-
<br />sanitary method. The site is a certified Closed, Illegal or Abandoned (CIA) Site, pursuant to yearly inspections under California
<br />Code of Regulation, Titlel4, Section 17760 (Article 7.8); currently Title 27, Section 21090 (Article 2). Steven A. Mindt of PHS-
<br />EHD noted the new dumping activity on April 22, 1998 during a routine inspection. The new dumping was being conducted by the
<br />current landowner Bill F. Lane. On June, 3 1998, an inspection was conducted with Tom Sweeso, a code enforcement officer with
<br />San Joaquin County Community Development Department and Brad Williams and Jerry Oberhelman of the California Integrated
<br />Waste Management Board. The inspection revealed recent dumping, excavation and other dirt moving activities. The observed
<br />waste accumulation violates disposal and storage regulations under the Public Resources Code, Part 4, Sections 43000 — 43022;
<br />California Health and Safety Code, Sections 25189.5 and 25201(a); California Code of Regulations, Article 7.8, Sections 17760 —
<br />17?96; and San Joaquin County Ordinance Code, Sections 5-2400 — 5-2600.
