I <br />1 February 12, 1999, Mr. Mindt picked -up the developed photographs <br />he <br />2 of Bill Lane Dump from Wolfe Camera. Copies were made of t- <br />3 photographs and inserted into the files as evidence. <br />4 On February 23, 1999, five copies of the Bill Lane Dump <br />5 file were complied. <br />6 On March 1, 1999, Steven Mindt mailed a draft of his <br />7 Declaration of Inspection and Notice and Order to abate, Number <br />8 98-01 to County Council. On March 9, 1999, Environmental Health <br />9 Division received the draft back with comments. On March 24, <br />10 1999, the final draft of the Notice and Order to Abate, Number <br />11 98-01 was mailed to County Council. On March 30, 1999, Mr. <br />12 Mindt received the final draft from County Council with new <br />13 dates to be incorporated into the file. <br />14 On March 31, 1999, Steven Mindt compiled, updated and <br />15 completed a file package of the Bill Lane Dump, including the <br />16 Notice and Order To Bill Lane, evidence copies of photographs, <br />17 and correspondence. <br />18 On April 1, 1999, Donna Heran, Director of San Joaquin <br />19 County Public Health Services, Environmental Health Division <br />20 signed a Notice and Order To Bill Lane, No. 98-01. <br />21 On April 6, 1999, the Notice and Order (to Abate) To Bill <br />22 Lane, Number 98-01, was mailed to Bill Lane from San Joaquin <br />23 County Public Health Services, Environmental Health Division. <br />24 <br />25 <br />26 <br />27 <br />28 <br />10 <br />
