Santa Fe Road, Riverbank <br /> This property does not have any solid waste facility permits with <br /> either the San Joaquin county or the State Waste Management Board. <br /> The owner has created an illegal landfill. This buried refuse is a <br /> threat to the groundwater. Also there may be a potential problem <br /> of methane gas buildup. The cumulative effect of these <br /> environmental problems is a cause for concern. As you observed <br /> there is a large volume of wastes buried. The types of wastes that <br /> are buried is unknown, but it is likely that hazardous wastes, <br /> metals, wood, plastic, tires, garbage, etc. are illegally buried at <br /> this site. The Environmental Health Division believes a clean-up <br /> is necessary. The clean-up should consist of: <br /> 1) Removal of all hazardous waste and pesticide containers to <br /> a class I landfill. <br /> 2) All tires, metals, plastics, wood, garbage, etc. must be <br /> discarded. These non-hazardous wastes must be hauled to <br /> the Foothill Landfill. <br /> 3) Any concrete or asphalt that has metal or wood must be <br /> discarded. Other dirt, concrete, and asphalt may be kept <br /> on-site since Public Health Services exempts "inert wastes <br /> only" fills, but this is contingent on the proper zoning <br /> classification. The Division will defer to the Planning <br /> Department on this issue. <br /> I hope this report will assist you.
