Mr. Sweeso informed the <br /> 10 <br /> 11 material appeared to be oil, and that someone had attempted to <br /> 12 cover the material with dirt. Mr. Sweeso took photographs of <br /> 13 the location and in my review of those photographs, it appears <br /> 14 to be the same barrel that I previously mentioned. Illegal <br /> 15 disposal of waste oil is. a violation of Health and Safety Code <br /> 16 section 25189 .5, a felony. Mr. Sweeso also observed five (5) <br /> 17 aerosol cans that had recently been disposed of on the <br /> 18 property. One can was "Easy-Off" oven cleaner. One can was <br /> 19 "WD-40" , and three cans were labeled as "Chain Lube.
