JEFFREY ADAMS, PHD, PE <br /> from a long history of site operation of an automotive service station. Following a comprehensive <br /> site characterization plan that he developed, Jeff developed a cost-effective remedial plan to <br /> address hydrocarbon-contaminated soil. Jeff worked closely with the design team to rapidly <br /> remediate the site contamination using a soil excavation program that minimized disturbance to <br /> the active businesses at the site. Through Jeffs project oversight, the characterization and <br /> remediation activities were completed on time and under budget. Because of his effective work <br /> with various project stakeholders, the site was granted case closure from the oversight regulatory <br /> agency within an accelerated timeframe, allowing redevelopment to occur on schedule. Jeff provided environmental and geotechnical consultation services for a <br /> Brownfields redevelopment project in downtown Oakland. The project included several <br /> challenges, including limited site access due to on-site business activities, environmental impact <br /> related to previous site use, and the presence of several adjacent mid-rise structures. Jeff <br /> developed efficient remedial value engineering solutions to mitigate the presence of geotechnical <br /> and environmental development constraints. Jeff worked with the design team to establish cost- <br /> effective retaining wall and foundation systems, designed and observed a subsurface <br /> environmental mitigation program, and assisted in the design of a structure-wide vapor barrier. <br /> The project, serving as a cornerstone of the revitalization of downtown Oakland, consists of a <br /> multi-story residential condominium structure. <br /> Alamo Creek—Danville, CA <br /> Project Manager. Jeff prepared guidance documents and helped to form a transit-focused County <br /> Service Area (CSA). The transit-focused CSA, believed to be the first in Contra Costa County, <br /> helped to establish commuter transit service for a recently constructed residential development. <br /> Utilizing market analysis research provided by other consultants, he prepared an Engineer's <br /> Report that outlined a three-part phased implementation of transit, beginning with vanpools and <br /> ultimately resulting in an airporter-style fleet of bus service to and from an existing Bay Area Rapid <br /> Transit station. Jeff also prepared a long-range budget and confirmed a yearly assessment to <br /> ensure financial solvency of the CSA over the lifetime of the development. The CSA serves the <br /> Alamo Creek development and vicinity in Contra Costa County, California. <br /> Alcosta Boulevard/Interstate 680 Interchange Project—San Ramon, CA <br /> Project Engineer. Jeff performed an Aerially Deposited Lead (ADL) assessment program for the <br /> Alcosta Boulevard/Interstate 680 Interchange Improvement. The purpose of the investigation was <br /> to determine existing lead levels in surface soils. The scope of services included the recovery of <br /> soil samples from the surface to a depth of 3 feet below the ground surface, analytical testing of <br /> the samples to determine hydrogen ion content (pH testing), total lead, STLC WET soluble lead, <br /> and STLC TCLP soluble lead analyses, and a statistical analysis to determine Confidence <br /> Intervals (CI) of soil lead concentrations. An innovative, risk-based statistical analysis was <br /> performed to assure site soils were suitable for on-site reuse in accordance with Caltrans/State <br /> of California regulations. The project consists of a rehabilitation and realignment of the interstate <br /> highway interchange. <br /> Arroyo Crossing—Livermore, CA <br /> Project Engineer. Jeff contributed to the award-winning project, which included an extensive <br /> scope of work, including supplemental geotechnical exploration, Phase I and II ESAs, <br /> underground storage tank removal and groundwater monitoring. Jeff provided environmental <br /> analysis of existing subsurface conditions, helping the design team to implement a <br /> comprehensive yet innovative geotechnical and environmental mitigation program.
