(Note: <br /> Appropriate housing is based on T-15§1050, <br /> Classification.) <br /> (b) A contact to the regional center occurs within 24 X THIS FAILITY HOLDS INMATES FOR NO <br /> hours when an inmate is suspected or confirmed MORE THAN 2 HRS BEFORE TRANSPORT TO <br /> to be developmentally disabled. (Applicable SAN JOAQUIN COUNTY JAIL. <br /> only in facilities holding inmates in excess of 24 <br /> hours.) <br /> 1058 Use of Restraint Devices X THIS FACILITY DOES NOT PRACTICE USE OF <br /> RESTRAINTS ACCORDING TO T15-1058 <br /> (Note: The regulation distinguishes "use of force" STANDARDS. <br /> from use of restraints. Health inspectors should <br /> familiarize themselves with this discussion in the <br /> Medical-Mental Health Guidelines and contact their <br /> BOC Field Representative if there are questions <br /> regarding applicability to a particular facility.) <br /> (a) There are written policies and procedures for the <br /> use of restraint devices,which include <br /> acceptable restraint devices;signs or symptoms <br /> which should result in immediate medical- <br /> mental health referral;availability of CPR <br /> equipment'protective housing of restrained <br /> persons;provisions for hydration and sanitation <br /> needs'and, exercising extremities. <br /> (b) Such restraints are only used to hold those X <br /> inmates who display behavior that results in the <br /> destruction of property or reveals intent to cause <br /> physical harem self or others. <br /> (c) Restraints are not used as punishment or as a X <br /> substitute for treatment. <br /> (d) Placement requires the approval of the facility X <br /> manager or watch commander,or a physician <br /> delegated by the facility manager. <br /> (e) All inmates in restraints are housed alone or in a X <br /> specified area for restrained inmates. <br /> (f) Direct visual observation is conducted and X <br /> documented at least twice every 30 minutes. <br /> (g) Continued retention in restraints is reviewed X <br /> every two hours. <br /> (h) A medical opinion on placement and retention is X <br /> secured as soon as possible,but no later than <br /> four hours from the time of placement. <br /> (i) Medical review for continued retention in X <br /> restraint devices occurs at a minimum of every <br /> six hours. <br /> Q) A mental health consultation is secured as soon X <br /> as possible,but no later than eight hours from <br /> the time of placement. <br /> Summary of medical/mental health evaluation:OVERALL EVALUATION SATISFACTORY. <br /> ADULT CH-TH MED-MH;8/16/00 MEDICAL/MH PAGE 4 Court And Temp Holding BOC FORM 357(Rev.5/98) <br />
