El Dorado Street <br /> Stockton, CA 95202 <br /> Re: Stockton Police Department Holding Cell Inspection Report <br /> I apologize for the delay in my response to your letter from February 19, 1999, in regards <br /> to our inspection of the Stockton Police Holding Cell. We appreciate your desire to <br /> correct the noted deficiencies and I hope that this letter will answer your questions and <br /> bring the holding cell into compliance to the State Board of Corrections requirements. <br /> Your first area of concern was under § 1212 Vermin Control and this is for the control <br /> and treatment of vermin -infested inmates. I am enclosing a copy of another detention <br /> facilities policy and procedures manual, which has addressed this section requirement and <br /> has been accepted by our department. Please feel free to use this as a guide and adjust it <br /> to fit the operations of the city's holding cell. <br /> Your next question was in regards to § 1218 Inmate Deaths and from what was stated in <br /> your letter it sounds as though the city already has a procedure for the medical review of <br /> every in-custody inmate death. All that we would require is that your Policy and <br /> Procedures manual make reference to this protocol so our inspectors can note it during <br /> our annual inspection that §1218 has been complied with. <br /> Finally, in response to § 1219 Suicide Prevention Program which requires that a plan be <br /> written to identify, monitor, and provide treatment to those inmates who present a suicide <br /> risk. I'have enclosed a copy of an accepted plan from a detention facilities policy and <br /> procedures manual and please use it to incorporate one for the City's facility and adjust it <br /> as needed because the sample is from a Type I facility. <br /> I thank you for your patience in my delay and I hope that this letter will aid in bringing <br /> the Stockton Police Departments Holding Facility into full compliance. <br /> Sincerely, <br /> Alan M.
