Manteca Police Department <br /> Policy Manual <br /> Temporary Holding Facility <br /> 900.9.3 PRISONER BEDDING <br /> (a) The booking officer should offer one blanket and one mattress to each person booked <br /> into the facility, other than those booked into the detoxification cell. <br /> (b) Clean bedding should be stored in the Temporary Holding Facility storage room. <br /> (c) Blankets that have been used by a prisoner should be placed in the laundry bin after <br /> use by the officer releasing the prisoner. <br /> (d) Used bedding will be cleaned,as needed, upon the direction of the Temporary Holding <br /> Facility Manager. It is the manager or his/her designee's responsibility to ensure that <br /> adequate supplies of clean blankets are available in the storage room for issue, as <br /> needed. <br /> 900.9.4 PRISONER FOOD SERVICE <br /> (a) Food shall be served three times during the day. At least two of the meals shall include <br /> hot food. <br /> (b) A minimum of 15 minutes shall be allowed for the actual consumption of each meal <br /> except for those inmates on a medical diet where more time is required. Any food <br /> that is not consumed within 60 minutes of purchase shall be discarded. <br /> (c) All food will be purchased at a predesignated local food facility (such as Carl's Jr <br /> restaurant). <br /> (d) Breakfast shall be served at or about 0700 hours and consist of hot food such as a <br /> breakfast sandwich with meat and cheese and orange juice. <br /> (e) Lunch shall be served at or about 1200 hours and consist of a hamburger with lettuce <br /> and tomato., and a small order of French fries. <br /> (f) Dinner shall be served at or about 1800 hours and consist of a hamburger with lettuce <br /> and tomato, a small order of French fries and an 8 ounce carton of milk. <br /> (g) Prisoner meals should never be physically prepared by department personnel and no <br /> inmate food will be stored on site. Unused or unwanted portions should be discarded. <br /> Under no circumstances should prisoner food be reheated, re-served or otherwise <br /> reused. <br /> 900.9.5 ATTORNEYS AND BAIL BONDSMEN <br /> (a) The Temporary Holding Facility does not have visitation facilities. In the event that <br /> a detective or Watch Commander determine there is a compelling need to allow a <br /> custody to meet with an attorney or bail bondsmen, the following guidelines shall <br /> apply: <br /> (b) Attorneys and bail bondsmen should meet in one of the interview rooms directly <br /> adjacent to the Temporary Holding Facility. <br /> (c) Both the attorney/bondsmen and prisoner should be searched for weapons prior and <br /> after being admitted to the interview room. <br /> (d) Attorneys must produce a current California BAR card as well as other matching <br /> appropriate identification. <br /> (e) Interviews between attorneys and their clients shall not be monitored or recorded. <br /> 900.9.6 RELEASE OF PRISONERS <br /> (a) The Temporary Holding Facility should be inspected for damage prior to the release <br /> or transportation of any prisoner. <br /> Temporary Holding Facility-419 <br /> Adopted: 2012/04/01©1995-2012 Lexipol,LLC <br />
