Manteca Police Department <br /> Policy Manual <br /> Temporary Holding Facility <br /> (b) Any damages should be noted and, if necessary, an additional crime report <br /> completed. If additional charges are warranted they will be made. Photographic <br /> evidence should be obtained and documented to support additional charges. <br /> (c) Prisoners should be required to remove their belongings and bedding prior to release <br /> or transportation. If a prisoner refuses, he/she may not be compelled to clean up nor <br /> may his/her release be delayed to accomplish this. <br /> (d) Prisoners shall be released in accordance with state law. The releasing officer will be <br /> responsible for the following: <br /> 1. All proper reports and forms shall be completed prior to release. <br /> 2. All property, not to include evidence, contraband, or dangerous weapons shall <br /> be returned to the prisoner. <br /> 3. The release portions of the Booking Form will be completed showing the date, <br /> time, and reason for release, as well as the releasing officer's name. The <br /> inmates signature and right index fingerprint will be completed on the back of <br /> the form. <br /> 4. Notifying the Communications Center of the prisoner's release. <br /> 5. The prisoner being released will be escorted from the Temporary Holding Facility <br /> and police facility by a department employee. At no time will a released prisoner <br /> be allowed in any secure area of the station without personal supervision by an <br /> employee. <br /> 900.9.7 FACILITY SANITATION AND MAINTENANCE <br /> The Watch Commander should inspect the Temporary Holding Facility at the beginning and <br /> end of each shift to ensure that the detention area is clean and maintained to an acceptable <br /> level of cleanliness. The Temporary Holding Facility shall be cleaned, as necessary, in order <br /> to provide a proper custodial and working environment. Any maintenance problems will be <br /> reported to the jail supervisor. <br /> 900.9.8 DEATH OF A PRISONER <br /> All inmate deaths occurring within the THF shall be fully investigated pursuant to the San <br /> Joaquin County Officer Involved Critical Incident Protocol. The Watch Commander is <br /> responsible for invoking the protocol. <br /> In all cases where an inmate death occurs, the Chief of Police and both Division <br /> Commanders will be notified as soon as practical. The Services Division Commander will <br /> review all inmate deaths to ensure that policy was not violated and that safety measures <br /> were properly employed. <br /> In the event of a fatal injury or death of a prisoner while in custody of this department, refer <br /> to Government Code § 12525 and applicable areas of the Penal Code. <br /> 900.9.9 ACCESS TO FAITH AND MORALS BASED PROGRAMS <br /> Consistent with available resources, safety and security, the religious beliefs and needs <br /> of all prisoners should be reasonably accommodated, including reasonable access to <br /> clergy members and spiritual advisers, volunteer religious organizations, faith and morals <br /> based programs, and other secular volunteer programs.
