2455 Paces Ferry Road, Atlanta, GA 30339
November 15, 2022
DELIVERY VIA ELECTRONIC MAIL
Mr. Garrett Backus
San Joaquin County Environmental Health Department
1868 E. Hazelton Ave.
Stockton, CA 95205
RE: CUPA Inspection Report
Home Depot Store#1022
5010 Feather River Dr.
Stockton, CA 95219
Dear Mr. Backus:
This letter is being provided on behalf of The Home Depot U.S.A., Inc.'s Stockton Store#1022 ("The Home
Depot") and in response to the CUPA Inspection Report issued on October 12, 2022. The Home Depot has
reviewed the report and provides the following information in response to the alleged violations:
1. The facility has a Minute Key copy machine. The on-site personnel did not know how the key
metal shaving waste is handled and its final disposition. The Home Depot is a co-generator of
this waste with the Minute Key company.
RESPONSE: The Home Depot does not service or maintain the MinuteKey machine at Store#6660.
The Machine is serviced by Hillman Group approximately once a month by a local service
representative. According to the vendor, the service representative collects the key shavings and
removes them from the store for recycling at Schnitzer Steel.
2. This facility, a large quantity generator, does not have a source reduction plan on site for the
year 2018.
RESPONSE: Based on The Home Depot's review of 2018 waste data and DTSC's SB-14 exemptions
(i.e., a waste has no source reduction opportunities or is not routinely generated), a source reduction
plan is not applicable to the store. A copy of the assessment used to make this determination is
enclosed for your review.
3. The Hazardous Waste contingency plan was not observed on-site during the inspection. The
contingency plan, written by Arcadis and dated June 21, 2022, was provided to the San Joaquin
County Environmental Health Department(EHD) earlier in 2022
RESPONSE: The store's hazardous waste contingency plan is available to the store through an online
portal accessible through The Home Depot's intranet system. Portal access has been reviewed with
store management to ensure onsite accessibility of the plan during future inspections.
