Box 2009 <br /> Stockton, California 95201 <br /> RE: State Inspection- Forward, Inc. <br /> <s <br /> 39-AA-0015 <br /> Dear Mr . Valinoti : <br /> California Integrated Waste Management Board staff conducted a <br /> State Inspection of the Forward, Inc. Landfill on December 5, <br /> 1990, pursuant to Division 30, Public Resources Code (PRC) , <br /> Sections 44105 . Enclosed is a copy of the State Inspection <br /> Report . <br /> The facility was evaluated for compliance with applicable <br /> sections of the PRC and Title 14, California Code of Regulations <br /> (CCR) , Chapter 3, Minimum Standards for Solid Waste Handling. <br /> The following violation of State Laws and Regulations was <br /> documented during the inspection: <br /> 30 PRC 44004 Solid Waste Facility Permit <br /> In addition, two areas of concern were noted regarding facility <br /> compliance with the following State Minimum Standards: <br /> 14 CCR 17708 Drainage and Erosion Control <br /> 14 CCR 17777 (17679) Final Site Face <br /> Appropriate enforcement action should be pursued by the LEA to <br /> insure that State Minimum Standards for Solid Waste Handling and <br /> Disposal are being met at this site (PRC, Section 43209) . <br /> Due to the hazardous nature of waste accepted at this facility, <br /> Board staff strongly recommend that the operator develop and <br /> implement a written health and safety plan. The plan should be <br /> prepared by a safety engineer or industrial hygienist after first <br /> reviewing operations at the site.
