Subsequent <br /> reports will only address violations and areas of concern. <br /> VIOLATION <br /> 30 PRC 44004 Solid Waste Facility Permit (SWFP) <br /> The 1978 SWFP notes that "this existing facility is a 157 acre Class <br /> II-1 [Class III sanitary landfill" and accepts "limited hazardous <br /> wastes. " The site currently accepts, with Regional Water Quality <br /> Control Board (RWQCB 89-148) and LEA ( 8/7/90 & 8/30/90) approval, <br /> asbestos (WMU D-87 & D-88) , coal ash (WMU E) , and soils contaminated <br /> with petroleum hydrocarbons (WMU G) . <br /> The operations at this site have moved beyond the terms and <br /> conditions of the active ( 10/3/78) SWFP. The LEA issued a Notice and <br /> Order on 7 August 1990 noting the following violations of the SWFP: <br /> 1. Exceeding the daily permit capacity of 700 cubic yards. <br /> 2. Receiving Class II type wastes which have not been defined <br /> Fl in the solid waste facilities permit. <br /> An order was issued instructing the operator to revise the SWFP to <br /> address current and expectant changes of the landfill. The order <br /> also noted that a California Environmental Quality Act (CEQA) review <br /> is necessary to address all environmental concerns regarding the <br /> landfill . <br /> The revised SWFP should specifically note the acceptance and disposal <br /> of asbestos which is defined as a hazardous waste. <br /> (Note: In 1978, the DHS granted a Hazardous Waste Facility Permit <br /> (Number 39-0001-78) to the operator, Forward, Inc. ) <br /> AREAS of CONCERN <br /> 14 CCR 17708 Drainage and Erosion Control <br /> The 11790-LEA Inspection noted, "winter drainage work is now <br /> underway. " On the day of my inspection, site contours and drainage <br /> channels had been reworked and appeared to be adequate. No problems <br /> with erosion were observed in WMUs A, B, C, D, E, or F. <br /> Section 43 of the Land Treatment Unit Specifications, found in the <br /> Discharge Specifications, Part B, of the Waste Discharge Requirements <br /> (WDR) , Order No. 89-148, state that "WMU G shall be graded so that <br /> runoff will collect in a sedimentation pond dedicated to that unit. <br /> Waste Management Specialist <br />
