Forward, Inc. Landfill
Water leaving that sedimentation pond may be discharged if it does
not contain waste. " On the day of the inspection, soil undergoing
treatment in WMU G did not appear to be graded so that runoff would
collect in a sedimentation pond. I did not observe a drainage
channel or berm surrounding this WMU to collect and divert runoff
from surrounding land.
14 CCR 17777 (17679) Final Site Face
The slope of those portions of the fill which will be the final
exterior surface shall have a neat finished appearance, and shall not
be steeper than a horizontal to vertical ratio of one and three
quarters to one. This translates to a slope of approximately 300 .
Using a clinometer , I found slopes ranging from 280 to 320 along the
southeast portion of WMU B, overlooking Little John' s Creek and the
Forward, Inc. Transfer Station. This standard also requires one
fifteen-foot wide bench for every fifty feet of vertical height.
CORRECTIONS IMPLEMENTED
14 CCR 17616 Report of Dis22sal Site Information (RDSI)
An RDSI was filed with the LEA in December 1987 . This document is
being revised to reflect current operating practices in conjunction
with the revision of the SWFP.
14 CCR 17682 Cover
All waste had received adequate cover . I did not observe
"daylighting" of waste near the active face.
14 CCR 17701 Nuisance Control
The unloading of waste occurs at the toe of the fill . Unloading will
take place on top of this fill during inclement weather and the waste
will be pushed down the active face to be compacted. I found this
site to be operated and maintained so as not to create a public
nuisance.
14 CCR 17710 Grading of Fill Surfaces
The LEA inspection reports of 10/90 and 11/90 noted work being
performed on the drainage system. I found covered surfaces of the
disposal area to be graded to promote lateral runoff. I did not
observe any areas where ponding of precipitation would occur .
14 CCR 17743 Liquid Wastes
Mr . Vidas told me that liquid wastes are not accepted at this site
and that cannery wastes are diverted to a site near Harney Lane in
Lodi where they are dried and disced into the soil. I did not
observe the discharge of any liquid waste during the inspection.
Waste Management Specialist
