Forward, Inc. Landfill <br /> Page 8 of 12 <br /> 14 CCR 17677 Spreading and Compacting <br /> Waste is spread and compacted in two foot thick layers with landfill <br /> equipment. An employee is present at the active face to spread and <br /> compact wastes immediately after unloading. The slope of the working <br /> face is maintained at an angle that allows for effective compaction <br /> of wastes. <br /> 14 CCR 17678 Slopes and Cuts <br /> The trench walls in WMUs D-89 and D-90 are nearly vertical. I have <br /> concerns regarding slope failure (sloughing of material) and the <br /> safety of personnel working in the cell. According to Ms. Cummings, <br /> site soil characteristics had been taken into account during the <br /> design and construction of the WMUs. <br /> In the facility file, a letter from Kleinfelder Associates ( 10/17/89 ) <br /> regarding slope stability in an adjacent WMU was found. The letter <br /> was in response to concerns raised by Mr. Steve Rosenbaum ( 3/21/89) <br /> of the RWQCB regarding a near vertical slope in the west wall of the <br /> trench at WMU D-88 . Kleinfelder Associates state, "based upon our <br /> experience and observations, it is our opinion that the slope appears <br /> to be stable and at this point [sic] . If in the future noticeable <br /> sloughing or cracks at the surface at the top of the slope begin to <br /> appear , we recommend that activities in the area of the slope be <br /> suspended until further analysis can be performed. " <br /> I did not observe indications of sloughing or slope failure either <br /> in the trench wall or at the top edge of the trench during the <br /> inspection. I recommend that all trench walls be closely monitored <br /> for indications of slope failure. <br /> 14 CCR 17680 Stockpiling <br /> Stockpiled material was placed between WMUs B and C and does not <br /> cause problems or interfere with landfill operations. Material has <br /> been stockpiled for winter operations. <br /> 14 CCR 17681 Availability of Cover Material <br /> Un'-site sources of cover material of sufficient quality are <br /> available. <br /> 14 CCR 17683 Performance Standards <br /> This is not a performance standard site. <br /> 14 CCR 17684 Intermediate Cover <br /> Areas of fill that were not receiving waste at the time of the <br /> inspection had excellent cover . No "daylighting" of waste was <br /> observed. <br /> 0 <br /> Waste Management Specialist <br />
