Forward, Inc. Landfill <br /> Page 7 of 12 <br /> 14 CCR 17669 Lighting <br /> Operations are not conducted during hours of darkness. Mr . Vidas <br /> explained that no unloading takes place before 7 : 00 in the morning <br /> or after 4:30 in the afternoon. <br /> 14 CCR 17670 Personnel Health and Safety <br /> The operator requires personnel to wear safety boots, gloves, vest, <br /> and hardhat. Mr . Vidas indicated that during asbestos disposal, <br /> personnel wear half-face respirators, tyvektm overalls, and monitor <br /> the air for asbestos. Mr . Vidas also mentioned that site personnel <br /> receive training yearly in the proper use and fit for half-face <br /> respirators. <br /> Note: Due to the hazardous nature of waste accepted at this facility, <br /> Board staff recommend that the operator develop and implement a <br /> written health and safety plan. The plan should be prepared by a <br /> safety engineer or industrial hygienist after first reviewing <br /> operations at the site. Implementation of the health and safety plan <br /> should be reviewed by a health and safety professional annually. <br /> 14 CCR 17671 (17646) Availability <br /> There are generally eight employees on site; one operations manager, <br /> one environmental compliance officer, one secretary, and five <br /> equipment operators . I saw no evidence that site operations were <br /> impaired by a lack of personnel. <br /> 14 CCR 17672 (17647) Training <br /> I saw no evidence that site operations are impaired by a lack of <br /> training. Mr . Vidas recently attended a GRCDA course for landfill <br /> operators. Landfill employees are trained in-house on equipment <br /> operation and safety. Employees receive training yearly in <br /> respirator wear and fit. <br /> 14 CCR 17673 (17648) Supervision <br /> Supervision is provided by Mr . Rick Vidas, Operations Manager of the <br /> Forward, Inc. Landfill. <br /> 14 CCR 17674 (17649) Site Attendant <br /> This site is not open to the public. There are generally eight <br /> employees on site during operating hours. <br /> 14 CCR 17676 Confined Unloading <br /> Waste is deposited at the toe of the fill. The active face is kept <br /> "tight" and windblown material controlled. An unloading area for <br /> inclement weather has been prepared above the current active face as <br /> part of winter preparations. <br /> ,----Waste Management Specialist <br />
