Forward, Inc. Landfill
14 CCR 17703 Fire Control
No fires or evidenceoffires were observed. Operating equipment is
supplied with portable fire extinguishers with additional
extinguishers available in the equipment/maintenance area. Fires in
the active fill are controlled with the use of dozers and the water
truck . Water is available from an on-site well and water storage
tanks.
14 CCR 17704 Leachate Control
No leachate was observed. WMUs have been constructed with leachate
control systems. A leachate collection pond (WMU F) was dry. The
WDR Order No. 89-148, section 29, notes that low levels of volatile
organic compounds (VOCs) were found in several monitoring wells (MW-
4, MW-5, MW-5A, MW-7, MW-8) at the facility between June 1988 and
February 1989 . Mr . Steve Rosenbaum of the RWQCB told me that the
most recent MW data indicate that all VOC constituents are below
Department of Health Services (DHS) action levels.
14 CCR 17705 Gas Control
I did not find any cause to believe that a hazard or nuisance may be
created by landfill decomposition gases. All site structures were
monitored with a Combustible Gas Indicator (CGI) and did not contain
landfill gas. A house is located within 1000 feet of the entrance
to the landfill. A bar hole punch was used by the entry gate to
sample for gas migration off-site and a reading of 30 ppm was
obtained. No violation of the gas standard was found.
14 CCR 17706 Dust Control
Dust generation is kept to a minimum by the use of a water truck.
The amount of dust generated by site activities did not cause a
public nuisance.
14 CCR 17707 Vector and Bird Control
I did not observe any evidence of vector problems at this facility.
The operator discourages birds from collecting at the active face
with the use of "cracker shells. "
14 CCR 17709 Contact with Water
I did not observe any waste to be in contact with water .
14 CCR 17711 Litter Control
Areas of concern were noted for this standard in the LEA inspection
reports of 10/90 and 11/90. The reports noted litter had accumulated
along the southern face of the landfill and that some had migrated
off-site, across Austin Road. I did not observe any litter problems
on or off-site at the time of this inspection. Litter fences And
operational practices help to control litter .
