Forward, Inc. Landfill <br /> Page 10 of 12 <br /> 14 CCR 17703 Fire Control <br /> No fires or evidenceoffires were observed. Operating equipment is <br /> supplied with portable fire extinguishers with additional <br /> extinguishers available in the equipment/maintenance area. Fires in <br /> the active fill are controlled with the use of dozers and the water <br /> truck . Water is available from an on-site well and water storage <br /> tanks. <br /> 14 CCR 17704 Leachate Control <br /> No leachate was observed. WMUs have been constructed with leachate <br /> control systems. A leachate collection pond (WMU F) was dry. The <br /> WDR Order No. 89-148, section 29, notes that low levels of volatile <br /> organic compounds (VOCs) were found in several monitoring wells (MW- <br /> 4, MW-5, MW-5A, MW-7, MW-8) at the facility between June 1988 and <br /> February 1989 . Mr . Steve Rosenbaum of the RWQCB told me that the <br /> most recent MW data indicate that all VOC constituents are below <br /> Department of Health Services (DHS) action levels. <br /> 14 CCR 17705 Gas Control <br /> I did not find any cause to believe that a hazard or nuisance may be <br /> created by landfill decomposition gases. All site structures were <br /> monitored with a Combustible Gas Indicator (CGI) and did not contain <br /> landfill gas. A house is located within 1000 feet of the entrance <br /> to the landfill. A bar hole punch was used by the entry gate to <br /> sample for gas migration off-site and a reading of 30 ppm was <br /> obtained. No violation of the gas standard was found. <br /> 14 CCR 17706 Dust Control <br /> Dust generation is kept to a minimum by the use of a water truck. <br /> The amount of dust generated by site activities did not cause a <br /> public nuisance. <br /> 14 CCR 17707 Vector and Bird Control <br /> I did not observe any evidence of vector problems at this facility. <br /> The operator discourages birds from collecting at the active face <br /> with the use of "cracker shells. " <br /> 14 CCR 17709 Contact with Water <br /> I did not observe any waste to be in contact with water . <br /> 14 CCR 17711 Litter Control <br /> Areas of concern were noted for this standard in the LEA inspection <br /> reports of 10/90 and 11/90. The reports noted litter had accumulated <br /> along the southern face of the landfill and that some had migrated <br /> off-site, across Austin Road. I did not observe any litter problems <br /> on or off-site at the time of this inspection. Litter fences And <br /> operational practices help to control litter .
