Note: A small amount of litter was- present in fields just to the North and Northwest of the site. The litter appeared to have blown from the City of Stockton Austin Road Landfill, located about 1 mile Northwest of the Forward, Inc. landfill . 14 CCR 17712 Noise Control The noise from the operation of heavy equipment could be heard at the site boundary but is unlikely to create a health hazard. 14 CCR 17713 Odor Control Odors from the working face were not detectable at the site boundary. Odors generated at the site are not likely to cause a nuisance. 14 CCR 17714 Traffic Control Traffic flow was not causing a public safety hazard. I did not observe vehicles stacking onto public roads. 14 CCR 17715 Ponded Liquid I did not observe any ponded liquid on site. 14 CCR 17741 Burning Wastes I did not observe any burning wastes. Hot ash is unloaded in WMU E which was specifically designed for this material. 14 CCR 17742 Hazardous Waste The areas for asbestos disposal, WMU D-87 and WMU D-88, were not inspected. Cargo containers used for asbestos transport, stored behind the fenced maintenance yard, were also not inspected. Since no asbestos was received during this inspection, I can not report on compliance with standards governing the handling and disposal of this material. 14 CCR 17744 Dead Animals I did not observe any dead animals during the inspection. CONCLUSIONS The Forward, Inc. -Landfill was found in violation of one State Law. In addition, two areas of concern were noted regarding compliance with State Minimum Standards. The operator must be directed to correct the violation and areas of concern outlined in this report Waste Management Specialist
