RCRA Permit
Forward Landfill May 1991
EPA I.D. CAD 990 794 133 Modification 0
(2) The Owner/Operator shall take a minimum of
one sample from each well and a minimum of
four samples from the entire system used, to
determine background ground water quality
for each parameter and/or constituent each
time the system is sampled. [40 CFR
264.97 (g) (4) ]
3. SAMPLING AND ANALYSIS PROCED S
The Owner/Operator shall use the following techniques
and procedures when obtaining and analyzing samples
from the ground water monitoring wells described in
Permit Condition 111. 1: [40 CFR 264.97 (d) and (e) ]
(a) Samples shall be collected using the techniques
described in Permit Attachment 1.
(b) Samples shall be preserved and shipped in accor-
dance with the procedures specified in Permit At-
tachment 1.
(c) Samples shall be analyzed in accordance with pro-
cedures specified in Permit Attachment 1 .
(d) Samples shall be tracked and controlled using the
chain-of-custody procedures specified in Permit
Attachment 1.
(e) In detection monitoring or where appropriate in
compliance monitoring, data on each hazardous con-
stituent specified in the permit will be collected
from background wells and wells at the compliance
point(s) . The number and kinds of samples col-
lected to establish background shall be ap-
propriate for the form of statistical test
employed, following generally accepted statistical
principles. The sample size shall be as large as
necessary to ensure with reasonable confidence
that a contaminant release to ground water from a
facility will be detected. The owner or operator
will determine an appropriate sampling procedure
and interval for each hazardous constituent listed
in this permit. The sampling procedure shall be:
(i) A sequence of at least four samples, taken at
an interval that assures, to the greatest ex-
tent technically feasible, that an independ-
ent sample is obtained, by reference to the
uppermost aquifer's effective porosity,
18
