RCRA Permit - Forw 0 Landfill <br /> EPA I.D. CAD 990 794 133 MMay 1991 <br /> Modification 0 <br /> methods and certification shall be submitted to <br /> the Director within 15 days from the date the <br /> wells are removed from the monitoring program. <br /> These wells shall be replaced within 60 days of <br /> abandonment in accordance with detailed plans and <br /> specifications presented in Permit Attachment 3. <br /> (f) The monitoring system shall at all times ade- <br /> quately satisfy the following: <br /> (i) Represent the quality of background ground <br /> water that has not been affected by leakage <br /> from a regulated unit; <br /> (ii) Represent the quality of ground water passing <br /> the point of compliance; <br /> (iii) Allow for the detection of contamination when <br /> hazardous waste or hazardous constituents _ <br /> have migrated from the Waste Management area <br /> to the uppermost aquifer. <br /> 2�. INDICATOR PARAMETERS AND MONITORING CONSTITUENTS <br /> (a) The Owner/Operator shall monitor wells MW-1, Mw_ <br /> 2A, MW-3, -5A, MW-10, MW-12, MW-13, MW-14, and <br /> MW-15 as described in Permit Condition III.1. <br /> For the sampling events during the years 1991 <br /> through 1992, parameters and constituents in Table <br /> 1 (Permit Attachment 5) shall be monitored. For <br /> the sampling events during the years 1993 through <br /> 1999, parameters and constituents in Table 2 <br /> (Permit Attachment 5) shall be monitored. For the <br /> sampling events during the years 2000 through <br /> 2020, parameters and constituents in Table 3 <br /> (Permit Attachment 5) shall be monitored. (40 CFR <br /> 264.98 (a) ] <br /> (b) Within 60 days of the effective date of the per- <br /> mit, for those parameters and constituents in Per- <br /> mit Condition III.2 (a)., the Owner/Operator shall <br /> establish background values in accordance with the <br /> following procedures. (40 CFR 264.97 (g) (1) ] <br /> (1) Background ground-water quality for a <br /> monitoring parameter or constituent shall be <br /> based on data from quarterly sampling of the <br /> wells upgradient from the waste management <br /> unit for one (1) year. The upgradient well <br /> is defined as MW-12. If MW-12 is replaced <br /> pursuant to Permit Condition III. 1(e) , the <br /> replacement well will be considered to be the <br /> background well. <br /> 17 <br />
