RCRA Permit - For Landfill May 1991
EPA I.D. CAD 990 794 133 Modification 0
parisons procedure is used, the Type 1
experiment-wise error rate for each testing
period shall be no less than 0.05; however,
the Type 1 error of no less than 0.01 for
individual well comparisons must be main-
tained.
(iii) The statistical method shall account for data
below the limit of detection with one or more
statistical procedures that are protective
of human health and the environment. Any
practical quantification limit (pql) approved
by the Director under 40 CFR 264.97 (h) that
is used in the statistical method shall be
the lowest concentration level that can be
reliably achieved within specified limits of
precision and accuracy during routine
laboratory operating conditions that are
available to the facility.
(iv) If necessary, the statistical method shall
include procedures to control or correct for
seasonal and spatial variability as well as
• temporal correlation in the data.
6. MONITORING PROGRAM AND DATA EVA ATION
(a) The Owner/Operator shall collect, preserve, and
analyze samples pursuant to Permit Condition
III.3.-
(b) The Owner/Operator shall determine ground water
quality at each well at the compliance point ac-
cording to the schedule described in the "Post-
Closure Plan" during the life of the regulated
- unit, including the closure and post-closure care
-
period. [40 CFR 264.98(d) ] The Owner/Operator
shall express the ground water quality at each
monitoring well in a form necessary for the deter-
mination of statistically significant increases
(i.e. , means and variances) . [40 CFR 264.97 (h) ]
(c) The Owner/Operator shall determine the ground
water flow rate and direction in the uppermost
aquifer at least annually. [40 CFR 264.98 (e) )
(d) The Owner/Operator shall determine whether there
is a statistically significant increase over the
background values for each parameter identified
in Permit Condition III.2 (a) each time ground
water quality is determined at the compliance
point. In determining whether such an increase
has occurred, the Owner/Operator must compare the
20
