CAD 990 794 133 May <br /> 0 <br /> of hazardous waste disposed at the facility <br /> and associate hazards, places where facility <br /> personnel would normally be working, <br /> entrances to roads inside the facility, and <br /> Possible evacuation routes; <br /> (2) Where more than one police and fire depart- <br /> ment might respond to an emergency, agree- <br /> ments designating primary emergency authority <br /> to a specific police and a specific fire <br /> department, and agreements with any others to <br /> provide support to the prima;;y emergency <br /> authority; <br /> (3) Agreements with State emergency response <br /> teams, emergency response contractors, and <br /> equipment suppliers; and <br /> (4) Where State or local authorities decline to <br /> enter into such arrangements, the owner or <br /> operator shall document the refusal in the <br /> operating record. <br /> 4. PURPOSES AND IMPLEMENTATION OF CONTINGENCY PLAN <br /> (a) As described in 40 CFR 264.51 through 264.55, the <br /> owner or operator shall have a contingency plan <br /> for the facility. The contingency plan, as in- <br /> cluded in the "Post-Closure Plan" shall be <br /> designed to minimize hazards to human health or <br /> the environment from any unplanned sudden (e.g. <br /> earthquakes, floods, failure of drainage systems) <br /> or nonsudden (e.g. ground water monitoring) <br /> release of hazardous waste or hazardous waste con- <br /> stituents to air, soil, or surface water. The <br /> contingency plan shall also address settlement, <br /> including differential or severe cases. <br /> (b) The provisions of this plan shall be carried out <br /> immediately wherever there is a release of hazard- <br /> ous waste or hazardous waste constituents which <br /> could threaten human health or the environment. <br /> 5. 'AMENDMENT OF CONTINGENCY PLAN <br /> As specified in 40 CFR 264.54 the contingency plan <br /> shall be reviewed, and immediately amended if neces- <br /> sary, pursuant to 40 CFR 270.42 whenever: <br /> (a) The plan fails in an emergency; <br /> (b) The list of emergency coordinators changes; or <br /> 31 <br />
