CAD 990 794 133 May 0 of hazardous waste disposed at the facility and associate hazards, places where facility personnel would normally be working, entrances to roads inside the facility, and Possible evacuation routes; (2) Where more than one police and fire depart- ment might respond to an emergency, agree- ments designating primary emergency authority to a specific police and a specific fire department, and agreements with any others to provide support to the prima;;y emergency authority; (3) Agreements with State emergency response teams, emergency response contractors, and equipment suppliers; and (4) Where State or local authorities decline to enter into such arrangements, the owner or operator shall document the refusal in the operating record. 4. PURPOSES AND IMPLEMENTATION OF CONTINGENCY PLAN (a) As described in 40 CFR 264.51 through 264.55, the owner or operator shall have a contingency plan for the facility. The contingency plan, as in- cluded in the "Post-Closure Plan" shall be designed to minimize hazards to human health or the environment from any unplanned sudden (e.g. earthquakes, floods, failure of drainage systems) or nonsudden (e.g. ground water monitoring) release of hazardous waste or hazardous waste con- stituents to air, soil, or surface water. The contingency plan shall also address settlement, including differential or severe cases. (b) The provisions of this plan shall be carried out immediately wherever there is a release of hazard- ous waste or hazardous waste constituents which could threaten human health or the environment. 5. 'AMENDMENT OF CONTINGENCY PLAN As specified in 40 CFR 264.54 the contingency plan shall be reviewed, and immediately amended if neces- sary, pursuant to 40 CFR 270.42 whenever: (a) The plan fails in an emergency; (b) The list of emergency coordinators changes; or 31
